Interested to see what folks take on this is. I'm sure there are a LOT of the same names going to turn up here but I'm intrigued in the discussion due to "curveball choices"
I have Rock at #1. Im basing this on his promo work from 98-2003 and the blistering interactions he had with some of the best that did it too.... not the corny cr@p he coughs up in recent times. The rest are in no particular order.
2) Bobby the Brain Heenan 3) Stone Cold Steve Austin 4) Rowdy Roddy Piper 5) Ric Flair 6) Hulk Hogan 7) Vince McMahon. as Mr McMahon? he was dynamite lads. 8) Jerry Lawler 9) Dusty Rhodes 10) Scott Hall
Could have been a few other guys in those 9 & 10 slots (Savage, Jericho, Nash, HHH etc) ,but what say you folks?

No specific order, but I think mine would be
Steve Austin Roddy Piper Mick Foley Bobby Heenan Jake Roberts Dusty Rhodes Paul Heyman Ric Flair Randy Savage Shawn Michaels
and two honorable mentions, that I don't think get enough credit for their promo work are Shane Douglas and Raven.

The Rock: Still the best to do it, like you said, his modern stuff is not great, but from 98 to 2003 he was amazing, the way he could hold a whole crowd in the palm of his hand was amazing.
Stone Cold Steve Austin: I have said it a million times, but no one walks the line of being badass and hilarious at the same time like ol Stoen Cold.
Macho Man Randy Savage: I loved his whole schtick, even when he was the Macho King! He had a level of intensity about him that made you buy into everything that he said.
Bobby the Brain Heenan: My favorite manager of all time and one of the best play by play guys. He was so fast and so funny, I also loved it when he would get mad too. His stuff ripping on Boss Man's mama is some of my favorite work of his.
Hulk Hogan: He was an absolute entertainer and his pre match promos would always get you hyped up. I loved his stuff in the NWO too, you could always tell he was having a great time with that!
Ultimate Warrior: Yeah, I know I am in the minority here, but here me out. I would have been 8 to 12 years old when the Warrior was around and while it is so easy to look back and laugh and say what the hell was he talking about. As a kid, he completely captivated me, like Savage, he has this intensity about him that just made me sit and take in every word he said.... granted, I never always knew what the hell he was talking about, but at the time, I loved it so I had to include him on this list.
Chris Jericho: I was all about Jericho in WCW and I was a massive Jerichoholic when he came into the WWF. He was able to have great back and forth with pretty much anyone. He did a segment with Austin and Bischoff at Insurexion 2003 that is still one of my favorite promo segments of all time.
Bret Hart: I have never understood the whole "Bret wasn't a good promo thing". His stuff in 1997 is some of the best in history! But from 91 to before the Hart Foundation in 97, his promos always made you belive that he truly believed what he was saying.
Shawn Michaels: I had to have HBK on this list, some of the stuff he would say and do in 1997 and early 1998 was insane! His initial Heartbreak Kid run was a ton of fun too, he made you want to smack him in the mouth, but he could also make you laugh too.
Rowdy Roddy Piper: While I missed out on all his heel antics in the early 80s, I still loved face Hot Rod. My grandfather who is Scottish just ate up everything Roddy Piper did in 89 to 92. He was so manic and so much fun, his promo at WrestleMania VIII with Bret Hart is a ton of fun as was all his stuff during his short IC feud with the Mountie.

My personal choices here. In no order
Chris Jericho Kurt Angle Ric Flair The Rock Steve Austin Vince McMahon Bobby Heenan (more his commentary and hosting) Ted Dibiase Rick Rude Triple H
Maybe not everyone’s choices but all the above could certainly talk me in to the building. Would give special mention to HHH and Angle. Loved Trips circa 2000 and couldn’t get enough of his promos (uhh). Angle used to crack me up with his wind up of the crowd (“please don’t make me the *insert town name* of champions etc.)
