why did Bischoff and or Russo think the fans were gonna respond to the Sid/Arn incident, an incident that happened years prior and fans knew nothing about

Some fans would get it.
When I watched it live I got it. I knew of the history there, but I am sure only a small niche of fans got what Bischoff meant by that.

I think it was covered in the book, death of WCW (it depends how reliable you find that). Russo would rely heavily on feedback from internet fans and would aim his storylines on people in chat forums and the knowledge they would possess (a small minority). Russo assumed that every fan possessed the same knowledge of “insider” information that this small representative group had. Relying on that sort of feedback loop, Russo was out of touch to what the majority of fans know.
I have never seen the incident but if I remember rightly Bischoff delivered the line to no response. He then proceeded to repeat it on the assumption that the crowd hadn’t heard him first time.

I knew of the scissors incident but I don’t recall Bischoff saying that line on a broadcast.

It was the first Nitro in April 2000 where Russo and Bischoff were together. Sid, DDP, Luger, and them were on the stage, and Bischoff wanted the WCW World Title off Sid, and Sid was looking around, and Bischoff said, "what's the matter Sid, can't find your scissors??"

It was a terrible line and throwback to a terrible incident, which was in poor taste in the first place. But the fact Bischoff repeated it a second time made it even worse because they clearly were expecting an audible collective "gasp" from the audience and it literally got crickets....

I’ll be honest, I didn’t know what that meant at the time but I inferred it was something about their history. I’m opposed to them speaking to us, wrestlers SHOULD speak to each other. Sid knew what he meant. I think wrestling is better that way when we are just observers to the situation, it’s not catered to us.
