It seems as though every time I get a new figure and try swapping out some of the hands the figure comes with the peg loosens up too much thus causing every hand to fit on the peg very loosely. It happens very often for me.

Yes, but I noticed something interesting. Sometimes I’ll buy the same figure twice because there’s a manufacturing error or some issue with it and I’ll return the dud. But before I do that, I’ll try which has the stiffest joints in the hands and which pegs fit the tightest. So it can be two identical figures with identical hands and still fit differently. Some will be tighter than others.
At first I thought it was because it loosens up the peg hole. Or maybe the inner plastic sleeve inside the outer arm shell gets pushed back as the hand peg goes in. But, no. Because I’ll put one hand in, it’ll be tight, a duplicate hand from the duplicate figure placed in the alpha figure will be loose, and switching back to the original hand will be tight again.
So my theory is that some pegs or holes might have a little extra plastic on them coming out of the mold to keep things tight and some will have less. And it’s likely such a small amount that it’s imperceptible to the eye. Maybe weighing hands on a scale would yield different weights.

I’ve considered buying duplicates of certain figures because of it. I had the worst thing happen with the Festival of Friendship Kevin Owens. I know the hands weren't designed to be swappable but every single time I swap the hands on one of those old figures I have no problem with heat.
There was something about that particular figure that both of the hands, when heat was added, ripped right off and I was forced to drill out the hole in order to put the new hands on it.
I actually swapped the hands months apart so it wasn't the same hot water or anything. Just a case that in both, completely separate case, same result. Torn pegs. Never had that happen to a figure before or since and I've swapped a LOT of those old hands.

I was swapping hands the first post-Shield basic Ambrose and the wrist hinge pulled right apart so the circular hinge became a hook. That had never happened to me. I was stunned.

With the hands out, heat the stump for about 15-20 secs with a blowdryer then squeeze it together for about 10 secs before re-inserting the hand. This should tighten them up. It works for me.
Edit: This can also work on older figures that didn't have swappable hands.
