Normally** this is a sure sign someone is signing to WWE. However, not in this case. Okada's PWT store is owned and operated by new Japan. His contract ends with them tomorrow. It would be shutting down regardless which American company Okada is going to.
Who ever gets him is very lucky to have him. I just hope he keeps trying in America and doesn't phone it in like Nakamura did. Though shinsuke did that a fair bit in Japan too.

He also filed to trademark his name. This seems to put WWE out of the race, as they'd be the ones to do that, not him.

Man badly want him in WWE. I think at worst he would be used as and upper mid carder and tag team guy.But would be used weekly on a role unlike AEW.
I think a debut feud with Nakamura would be the way to go and tell them to work NJPW strong style.Also think a tag team with Okada & Nakamura would be fire and really freshen up the tag team scene.Put MVP with them as the manger and mouthpiece.

Okada going to AEW to wrestle all the people he already beat in New Japan is weird. He’s honestly such a good fit for WWE right now. Rollins, Reigns, Punk, McIntyre, some legit dream matches on the table. Would love to see him in WWE and I think he’d be treated like a really big deal.
I’m positive TK would put the title on Okada but that’s not going to grow his audience. Everyone who watches AEW knows about Okada. So it’s not going to add casual viewers. I do think hardcore fans who’ve lost interest in AEW might turn it on again but I expect a lot of “what’s the big deal” if he’s not presented correctly. And TK has struggled with that plenty, Edge, Jay White, Keith Lee, Miro.
Okada, Naito and Tana are the holy trinity and any one of them jumping to US TV should be in front of the largest audience possible. I’d say that especially about Okada with his work style, size, and the amount of time he’s spent in the US previously.
