Two of the biggest & best...who you going with?
Another tough one, but I'm picking Bret for now lol, it might be Flair later, hahaaa.
I've always loved both guys. Bret in the ring & Flair on the mic. Both guys had the swagger, the characters,the look, personality, entrance & theme music, great careers, achievements, rivalries, matches, promos etc.
Brets promos were underrated tbh. They was both great as heels & baby faces as well.

For matches prefer Bret's.
Flair for character.
But to pick one would slightly go with Bret.

Bret Hart and this is not even remotely close.
I do not think anyone in ring work has aged as well as Bret Harts. His punches and kicks actually look like they connect, he was able to have great matches with people of all sizes and despite the narrative that is running these days of him being a bad promo or having no charisma, people connected to this guy on such a natural level. His heel work in 97 is some of the best the WWF has ever had and even during his babyface run, his promos were never "bad".
He is absolutely one of the all time greats.

Bret's my all-time #1.
The most realistic top guy the WWF ever had, plus an excellent technician who was a massive asset to the company in trying to move away from the roiders. He often came up with imaginative finishes to his matches, never did hokey schtick that undermined the realism he was trying to put across, and he could still create an excellent match with wrestlers whose style was unlike his, be it big guys like Diesel or a brawler like Piper or Lawler.
