I think it just comes down to spreadsheets. The thicker style headband was originally designed for the derpy looking American Made head. The thinner ones were made for the newer UE heads. Can the thicker ones be used on the UE heads? Yes. Do the spreadsheets know that? Probably not. So when they wanted to go with a different headsculpt for the GH they had to use the corresponding headband.

Do you have this? It’s got the accurate headband, and apart from the head, is a very nice figure: Yeah but I hated that face scan, I think I took the full-head bandana that came with the "War Bonnet Hogan"... and not sure what head and turned it into the Hulkster I showed (SNME with Vince McMahon)..... Great Elite Hulkster apart from that face scan. They should have used the headband from this one for the Greatest Hits 4 Hogan, instead of the thin red version.

They really haven't made a good regular late 80's headband that wasn't the sideways 1986-Early 87 Wrestlemania 3 one. He needs one that sits right on his eyebrows and is the same size all the way across the front squared up. Is this what you are referring to? I'd like to get this but not sure where to find it. Not exactly. That is the 1984-1985 style headband painted to look like a 1988 one. Hogan used sweat bands that were thick in 1984-1985. In 1986-1989, he used thin headbands that were wider that looked to be the exact same material as his shirts. These sat right on the top of his eyebrows. The photo on the card shows exactly what I'm describing for 1988, the figure is incorrect (1984-1985 style band, painted like a later one).
