I'd rather a little roster trimming and getting really specific on what makes their titles different from one another. Having 20 belts that someone can casually hop around and challenge for at any time makes all of the titles feel less important. Have one belt be a TV only championship. Have one belt entirely based around rankings, have one belt based on weight class, etc. Little things that give people some bit of reasoning on what title and division they are focusing on and why.
You don't need to separate rosters and drafts annually when you have distinct divisions that can have wrestlers naturally shifted through story and character.
