Anybody got a recommendation on the best combination of these 2 in terms of scale. I have the ultimates and I don’t love the height difference. I know in real life they’re only about an inch apart so I wondered what version of each guy would get me the closest to real scale.
Ok, so as someone who has a truly absurd number of Sami and Kevin figures, there's not a ton of body types for them.
Short list of NO-Go's.
All of the Sami Zayn figures in cargo pants are too tall.
All of the Kevin's in pants are also too tall.
UE Kevin is too short.
Those are the ones that will NEVER work. (See exception below)
In my experience, the best version that will get them closest to their accurate height is the old style of Elite Sami, prior to the Elite 91 figure, and then any of the standard release Kevin Elites in ring gear.
If you are looking for a matched set, in the mid Elite-60s they released both Yep Movement Sami and Yep Movement Kevin. They come with matching cloth goods (although Kevin's shirt is larger) and are designed to go together.

Note, if you look at these, you can tell that Kevin is taller than Sami. That's because all KO Elites are at least a touch too tall in comparison to everyone else. Which is where the exception above comes in.
If you are looking for a pair of Sami and Kevin figures that explicitly scale with each other, this is the configuration you want
However, if you are looking for a matched set from current times, this is your best bet.
Elite 91 Sami and either Elite 91 Kevin (if you want a matched-ish set) or Elite 101 Kevin, and just suffer through the one off attire.
As you can see, the Elite 91 Sami is slightly taller than the Elite Kevin, but if you have any intention of getting other Sami figures, Cargo Pants Sami won't scale right.
It's up to you which era you want. If you want before 2020, I'd go with the Yep Movement figures. If you want something more current, both Elite 91 figures come from their looks around their 2021 feud, or close enough for governement work at least.
NOTE: That graphic on Sami's pants above? The picture of him on his pants? That's not on the actual figure. I added that. The actual figure has no logos or designs on the pants. He does come with a hat, the jacket, and his Sami Award though.
Anyway, hope this helps. If you are really looking for the Wrestlemania 39 attire though, well, that's a whole different thread. It involves parts swapping from 2 other Sami figures and the Kevin will still be too short.
