1, he was in 27 not 28 and no he does not.

He has Rocky boots just like Turkay in ECW2.

Lashley wasnt in RA 28. He was in RA 27. The RA 27 Figure has the regular short boots. The ECW series 2 Lashley has the Rocky figures boot mold.
