I don't know if this is new or not...but it's new to me. The RA 27 Masters has the new knee pads.

i guess the UK just has second wave ones cos i ain't seen any with the older style pads

Most of the ones in the UK have the new pads (for the whole series) the shops that got them early got the first wave so I bought the 3 I wanted from the series with old pads. It makes me think that Jakks are going to stick the new pads on all figures from now on otherwise I don't see why they would bother changing it for the second wave of RA27. I'd rather they used a mixture of new and old from now on otherwise there's going to be a really obvious difference between figures that were made before and after the new pads.

So does something else.. I bought The Miz, Brian Kendrick, Paul London and Jimmy Wang Yang and one of them had it.
