I was wondering the same thing, they sure lok slightly different to me. I have the RA 27 Kennedy in my hand right now and I think the difference is the highlights in the hair and the eyebrow(s).

As every other jakks scan, when they use it multiple times they usually paint them one a bit different than each other.
Look at all the Randy Orton figs we got with the new scan...some have lighter hair, some have balck hair, some have dark-brown, etc...and the even use to paint the lips of diffrent colours, sometimes they're darker and sometimes they're lighter, that's it, but the scan stays always the same.

It's defenitley the same scan. I noticed the RA 29 head looks like it was painted a little bit better though.
