got one today at target that I'm looking to trade,

Depends on where you live, I think.
Some people find it easily, others don't. It seems like a decent posed figure, but is not worth very much either in terms of trade value.

yeah i waltzed into a Target on LI today on break from work and found a case opened in the aisle
no zeus,poffo,rodz,bass or blanchard
4 or 5 Razors,a few HBKs with the entrance gear,2 tanks with barbell and chair,2 Rocks and a few Luger

It's Austin with blue carding that's hard to find. As far as I know, all LJN Rock's have blue carding (I saw quite a few of them today).

Blue Austin is tough to get. Blue Rock is 1 per case, so whilst its rare, most people dont want it, so its about as hard to get as any regular figure.

All LJN-type Rock figures come in blue packaging.

That was my theory, also it is more easier to find Blue Carding in the UK, I think, but I can't find damn Austin in blue arding.
