It's a rainy-day rule if they need to strip the title off someone.

Who cares, MVP's matches are S H ! T T Y anyway, he is one of the most overrated wrestlers of his generation, I think the SmackDown!/PPV cards are bad enough without MVP stinking them up.

To put it blunt..wrestling companies only enforce that rule when they see fit. It's like WCW. Before Road Wild in 1997( early August for those who didn't follow WCW), they forced Hogan to defend against Luger because he hadn't in ( way past..) 30 days. When he won the belt back at the PPV, he didn't defend the gold again until DECEMBER.
so yeah.

As stated, house shows do count.
Plus, since he's the only man in WWE with three halves, I'm pretty sure the rules for him is 45 days.

The 30 day rule is only brought up when required for a relevant story

That rule is only used when someone gets injured and will be out for a long time while holding the belt. I think its just a coincidence that it happens more often with the World Titles. Edge & Batista got stripped of the title because the world title is the most defended championship and they actually NEED to defend it every 30 days (every PPV).
When Chavo was holding the CW title it was 4 months before he defended it, but since he was still available for TV, they didn't even mention the rule. Same thing goes for MVP's current situation. They do defend the belts at house shows, but WWE doesn't acknowledge them unless something major happens.
So overall, the rule really is only used when there is no other possibility and if the belt is major.
