Currently, it's Triple H, but for all time it's HBK by far.

I think overall at the end, Triple H will end up being the bigger star for a couple reasons. One being that he had much more public popularity than HBK. Triple H has started in various movies, tv shows, and even done guest appearances. And he did them when he (and wrestling) was at its highest point in the '90's.
Which brings me to my next point. HBK had a five year period where he was out of the wrestling world, and during that period Triple H became the star he is today. Throughout his career, Triple H has never really been gone for a significant amount of time and the fans (and casual/new coming fans) were more familiar with him than HBK. This is why Triple H will always be remembered as the bigger star when the both retire.
