Warrior every time he came out when he was IC champ up to and including most of his reign as World champ. Hogan got huge pop back in the day every time he came out. Still does for that matter.

Loudest ever, hands down. I don't think there ever will be a louder pop than this one.

Cena returning at the Rumble this year comes to mind, it might not have been the loudest of all time, but it was pretty loud, and being there for it was something I'll treasure for the rest of my life.

Not the loudest, but a huge pop none the less.
When I went to No Way Out back in 2000, the pop the crowd gave when Foley got back-body-dropped through the HIAC was unforgettable.

no one has said Hogan pinning Andre? The loudest pop I ever heard. Or Warrior winning the IC belt from Honkey. Honkey said it was the biggest he's ever heard.

Would have to go with Goldberg beating Hogan for the Title, that was pretty much the biggest moment in WCW history, I mean everyone have to put up with Hogan with the title all the time for nearly 2 years and in comes this unstoppable machine Goldberg who gets bigger and bigger everyweek and comes in and wins the Title, in my opinion it was bigger than Sting winning the belt from Hogan because Goldberg was a fresh face.
Also, that guy doing the Diamond cutter on Henning is hillarious, Henning turns around like WTF? and bam Diamond cutter, Crowd goes beserk.

anything warrior during the late 80s - earl 90s.
no one in the WWE since has been as over as he was.
vince and all them can talk all they want about him but they wish they could have someone be as over now as he was then.
