I don't know anything about it honestly. I have been wrapped up in the DC Universe lately. The only Marvel I have been reading is Wolverine Origins, Spiderman/Black Cat, and The Hulk. I also read the 6 issues of House of M (or was it 8). But that's it. Please feel free to to expand upon this.

I can't wait to see who is willing to give up their IDs to the government and who will stand and fight for their freedom. The fact Spider-Man is going to be confused about what do worrys me but hopefully it'll work out.
I have high hopes for this.

A on the issue of mutant registration. One against it and one for it (not sure which one is for and against).

It's a cross over.
There's a mini series, Civil War. Three tie in minis called Civil War Frontline, X-men: Civil War and Runaways/Young Avengers. Then there are tie in arcs in ongoings series like Amazing Spider-Man, New Aveners, She-Hulk, Fantastic Four, Thunderbolts and that's it so far.
It's not the mutant registration act, it's the superhero registration act meaning everyone with powers has to register or if they become outlaws. Some characters will agree it's for the security of the country while others will want their IDs secret still and won't give them up. It's meant to splilt up teams, destroy friendships, create new relationships and turn people (bad to good, good to bad).

It sounds like it is inspired by the government's wire tapping and things like the patriot act and other measures taking to track terrorists, only with the superheroes being treated like terrorsist. Maybe i'll read the graphic novel version, but the story does sound very intriguing. I just hope it doesn't turn out out to have some "bush-bashing" agenda subliminally put into it.

It's by Mark Millar. It'll have a "Bush bashing" undertone, you can bet on that. Its a topical type of story, and I doubt that it'd even exist without Bush trampling civil liberties in the real world.

I'm almost certain Captain America will side with the secret IDers on this, and Iron Man will side with the public IDers. Even though it'd be going against his country, Cap would think it's more important to protect the rights of the individual. And since Iron Man is anti-secret ID, Spider-Man would have to be since he agreed to stick behind Tony, even though revealing his ID is something Spidey definitely would not like to do. Here's some folks and which side I think they'll take:
Pro-secret ID: Cap, She-Hulk, Wolverine, Spider-Woman, Daredevil (duh), Runaways, Luke Cage (now that he's a daddy)
Anti-secret ID: Iron Man, Spider-Man, Ms. Marvel, Fantastic Four, Hank Pym, Sentry

This story has potential, but Marvel has a nasty habit of fizzling out stories, especially if it means disrupting the status quo. I will probably get the actual mini-series.

It doesn't matter if your ID is already know. It's basically means you'd be under the governments thumb and would have to fill out forms and such every time you beat a bad guy, you'd become a super powered cop. And crossing the line with an enemy (killing etc.) when it HAS to be done could get you in trouble. Some guys won't agree with this and some won't think people should be forced to give up their IDs, even if they themselves already have.
The Fantastic Four look like they will be on different sides too and their IDs have been public from the get go.
