Mine have to be Repo Man, Dude Love, and the early 2000s Goldust (his stuff with Booker T and his stuttering stuff was classic).

Oh man, there have been lots of dumb gimmicks through-out the years in wrestling and some of my more favorite ones have to be: The Goon, The Repo Man, The Mountie, Gillberg, Dean Douglas, Tugboat, Doink the Evil Clown, Los Conquistadores, and Waylon Mercy.
I wouldn't really say that Doink the Evil Clown and Waylon Mercy's gimmicks were dumb myself, but I'm sure some people would. Personally, I thought they were awesome and way ahead of their time.

IRS was the dumbest - but it was actually a cool gimmick! Who would've thought an evil taxman would work lol He lasted surprisingly quite long as the Irwin - I believe roughly from late 91- mid 96. 5 years for a dumb gimmick is pretty impressive as he didnt speak much and had crap entrance music.

isaac yankem dds, t.l. hopper, the goon,duke the dumpster droese,.the m.v.p.(abe knuckleball schwartz) , irs,tugboat,repo man,..almost any gimmick that is an occupation that is outside of..nor has anything to do with wrestling...

I was a fan of the Barber, and the Honkytonk Man ;D

I always loved Repo Man for some reason. I still remember the matches he had with Savage and when he used to try to 'steal the world title' only to get beat down by Randy in the end.
And though I wouldn't say it was stupid but who would've honestly thought that the Undertaker gimmick would end up being the greatest and longest lasting 'silly' gimmick ever? I mean I look back and sure it was bad ass but as far as 'wacky chracters' go, you wouldn't have thought he would've been around this long and with so much success. At least I didnt.

They have a whole vignette of him "repossessing" things.

For me... it's easily Norman Smiley back in WCW in 1999/2000 especially with Ralphus. Putting him in all the different sports gear and in hardcore matches being afraid and still winning was just hilarious.

Undertaker, I.R.S, George Steele (C'mon he eats turnbuckle pads!), Repo, Dude Love, Honky Tonk Man, Ted Dibiase (Seriously, a Millionaire who tries to buy titles?!?), basically a looong looong list of "dumb" gimmicks on paper, but for one reason or another, they got over. Which is a testement to the people portraying them to be honest.
And of course, my favourite of all-time, Shawn Michaels- A MALE STRIPPER! LOL! But he made it work, and he is arguably a top-two wrestler of all time.
