Okay, I want to download 2 programs and put them on a CD-R. Could I just choose for limewire to download them there? Or how could I move them manually onto the disc, without just putting a shortcut on the disc.

I'm sorry, but there exist free programs, they are called Freewares. GNU license does't ring a bell to you, does it? Yes, we can download, burn on CD and even share some programs. But! If we are talking about under license programs, it's obviously illegal.
