This is a tough one for me. Both are seriously outstanding performers. I'm going to go with Foley, though I am biased towards him because I'm more familiar with his work.

Foley was a great talent during his day with his natural charisma and mic skills levels above his competitors, but I believe Funk has achieved a legendary status much like Ric Flair.
He's part of one of the greatest wrestling families of all-time maintaining dominance in the state of Texas for years and years. He could work a great feud and has proved his durability in the ring with such a lengthy career. I would also say that Funk helped shape and form the wrestler Mick Foley became throughout the '90s by adopting the hardcore style years before it was popular in the major federations and putting it on display.

Funk by miles. Theres nothing Foley could do that Funk couldnt, but Funk could still put on a 5 star WRESTLING match....Foley cant
