Let's go with one person from each weight class, how's that? The main rule is that we're not considering the state of other companies, we're just going by what's good for the UFC. So as far as Frank Shamrock and Cung Le go, screw Strikeforce, just focus on the UFC.
Heavyweight: Fedor Emelianenko (27-1-1)
The obvious choice, really. You always want the (arguably) best fighter in the respective weight class in your favorite company, to fight against your favorite fighters. I am not a fan of Fedor at all, and do not believe he deserves a handful of the credit he gets. By bringing him into the UFC, we could see him take on a much better pool of talent than there is anywhere else in the world.
Runners up: Cro Cop (will be back anyway), Ben Rothwell, Arlovski
Lightheavyweight: Alistair Overeem (27-11)
I am a huge Overeem fan, and would love to have him in the UFC. While he may not be the best fighter in the world, he is a phenominal striker who always out on an exciting performance. If you are not familiar with Alistair, look up his fight with Chuck Liddell from the PRIDE 2003 MW Grand Prix. Fights with Wanderlei, Rampage, a rematch with Chuck, and even Forrest would be infinitely entertaining. Hell, Overeem holds the Strikeforce Heavyweight Title, and could even step up in weight to help the struggling HW division.
Runners up: Vitor Belfort, Kevin Randleman
Middleweight: Cung Le (6-0) & Frank Shamrock (23-9-1)(Tie)
Cung Le vs. Frank Shamrock at Strikeforce: Shamrock vs. Le was an amazing fight. Amazing to the point where I would consider it one of the best fights of 2008 so far, without a doubt. Cung Le could find competition in the UFC that he can't find anywhere else. Imagine fights with Chris Leben, Anderson Silva, Rich Franklin, so on and so on. The same goes for Frank Shamrock. We all know we won't see him in the UFC due to his issues with Dana, but Shamrock vs. Franklin, Spider Silva, Leben, Kampmann, are all fights I would pay to see.
Runners up: Joey Villasenor, Ninja Rua
Welterweight: Jake Shields (20-4)
There are alot of fighters out there in the welterwight division, but when it comes to impressive fighters not currently in the UFC, Shields fits the WW description. With his 20-4 record and wins over Yushin Okami, Carlos Condit, and Mike Pyle, he's more than proved himself. Fights with GSP, Thiago Alves, Karo Parysian, Matt Serra, Mike Swick, and Marcus Davis make my head spin just thinking about them. This man needs some top tier competition.
Runners up: Mike Pyle, Nick Diaz, KJ Noons
Lightweight: Takamnori Gomi (28-3)
Gomi is a fighter we need in the UFC. He is a highly respected LW, with very impressive wins under his belt, including a 6 minute knockout victory of Jens Pulver at PRIDE Shockwave 2004. His submission loss (I refuse to call it a NC) to Nick Diaz at PRIDE 33 is something he has still not redeemed in the eyes of casual American fans, and coming into the UFC and challenging our best fighters would be the best way to do that. A rematch with BJ Penn (whom submitted him in the past), and fights with Sean Sherk, Roger Huerta, and Kenny Florian are ones that fans need to see.
Runners up: Gilbert Melendez, Hayato Sakurai
