Everyone always asks who the best guy is to never hold a world title in the WWE/F. But how about, who was the most deserving person to never hold ANY title while in the WWE/F? This goes for people who were actually in the company for at least like half a year or so.
I'm having a tough time with this one. Recently I would say Marcus Cor Von, but in terms of "classic" wrestling, I would probably go with Doink The Clown to be honest. Nobody else really comes to mind, and I thought he was a great heel back in the day. I'm sure at some point I'll think of someone better though.
Edit: Forgot about Lex Luger. I'd say him.

Brian Pillman circa 1997 should have been Intercontinental Champion while with the Hart Foundation, provided Owen wasn't holding the title at the time.
