Trunks.
Here we have a picture of the trunks we are starting with:

I then used the Polygonal Lasso tool to select the area that I wanted to get rid of:

Then I used smudge, starting off with a big brush then using a small one to get rid of the logo, and smooth it out:

Then I used the blur tool to smooth out the edges:

Next I selected the rest that was left over:

Then I Smudged the same way I did for the larger part:

Next I used the burn tool to get the tones a bit better and ended with this:

Next I copied the trunks and pasted them:

I then used HUE/SATURATION to remove the color:

I used the dodge tool to get it whiter:

Then I cleaned it up with the eraser and ended with this:

I copied the new white trunks and pasted:

I used Color Balance to make the shorts red:

I did it two more times to make it really red:

I copied and pasted the new red trunks so I can make the blue layer:

Using color balance I changed the red to blue:

Next using the Polygonal Lasso tool I selected the portion of blue that didnt need to be there for the new trunk design:

I erased that and was left with this:

Next I selected the red layer and selected the portions of the red I didnt need for the new design:

After erased the selected parts, I erased the stuff I didnt need around it and was left with this:

Then using the dodge and burn tool I added high and low lights to add contrast to the new tights:

It's the close enough to the design you were going for.
