Bas Rutten was one of the top 3 strikers of all-time.
I'd say he's second to only Anderson Silva honestly.
Silva Rutten Vovchanchyn
Are probably the top 3. Rutten was a beast in his day.

Shamrock whooped him despite how great he is. I consider him to probably be within the top 25 best in the history of MMA but not even in the top 10.

Definitely ahead of his time and a likable character. Ken was a great fighter, so losing to Ken when he was great is not a bad thing.

At that time, I think Ken was great. Royce was much better than great. Ken's old fights though, are not fun to watch.

for everyone saying ken beat bas, ken in fact beat bas twice, back in the beginning of his MMA career when he knew little to no submissions. the last loss on rutten's record is the infamous kneebar from ken shamrock, and after that bas began to train hardcore for submissions with masakatsu funaki. if rutten was to fight ken now ( or more like around 2000 before bas retired due to his neck injury and ken got out of wwf), things would be far different and bas would avenge that loss. after all, he has beaten frank shamrock, kevin randleman, manabu yamada ( a great for his era) and plenty of other top level competitors in his era.
