Yes, I can explain it: It was nothing more than a really bad idea.
I loathe Scott Steiner, so I really hate this move. I liked Williams the way he was.
Basically what happened was Williams and Steiner formed a team. Steiner did several things to, I guess, initiate Williams so Williams could prove himself to Steiner. The "culmination" of that was after they defeated MCMG in a tag match, Steiner shaved Williams head and gave him the metal head dress thing, and called him "Little Petey Pump."

Don't know why they've continued to run with this. It would have been okay if he emulated some of Steiner's personality and mannerisms, but they went way too far with this.

They wanted a way to turn one of their hottest homegrown talents into a joke... making him a parody of Scott Steiner managed by a talentless skank seemed obvious.

Come to think of it Team Canada would be even more hilarious now putting it back together with all the strange pieces they have now. They should have Roode kind of bring them back together all the while trying to convince Petey he's not Steiner and trying to convince Eric he's not a Superhero. He could set it up as a financial deal, he helps Eric and his partner of choice get the tag belts, helps petey remain x-division champ as long as possible and they in turn help him get the world title. Sorry this is off topic a bit.
