It was fairly obvious to me that it was just a distorted voice because he's supposed to be "The Vigilante".
If you're a vigilante, you're supposed to be vigilant, and that involves using a false voice.
Seemed pretty obvious to me. They were simply playing up his "Vigilante" gimmick.

For the angle that they're running, the video seemed to be really well-done. The voice-over was cheesy and the fact that they apparently tried to sell that as Sting's voice was a little weird, but the video clearly accomplished their objective.
I do want to add, however, that I can't believe they're going with the narrative that Sting wants revenge on HHH for essentially single-handedly ending WCW. At Fastlane, while H was selling that story, I was just waiting for Sting to take the mic and tell H that he was actually there to combat the Authority's abuse of power. Nobody has mentioned that even one time since Survivor Series. It's like Sting, who they dub as "The Vigilante", has a personal vendetta against HHH the wrestler... that doesn't make him a vigilante at all. He just wants to kick HHH's ass, and that story isn't interesting to me at all. A true vigilante would be trying to right some sort of wrongs for the greater good, not for his own satisfaction.
This angle makes no sense, and I'm not at all interested in the payoff if it's really just about WWF vs. WCW. Unbelievable how badly they botched a seemingly foolproof narrative.

So you're telling me... Stong is really Dolph Ziggler? Interesting clip there, though, because it actually does sound like Ziggler even though it's not.

It is common knowledge that the black scorpion angle was not only terrible, but also a bust, so why the WWE would choose to copy or emulate that is beyond me.

That was horrible Monday night. Another example of the WWE ruining something that wasn't from the WWE by making it WWE...because that's always better in Vince's mind. If it ain't broke don't fix it!

So was Sting not available to record that promo, or where we hearing Stong for the very first time this past Monday on Raw? Why would the announcers insult the intelligence of the few fans left that actually lived through Sting during his WCW days, by selling that as Stings voice? Maybe it's the kid from the Starrcade narration all grown up?

Could you seriously not tell it was Stings voice slowed down? For one thing, it sounds exactly like Ziggler. It's not very obviously Sting's voice vs. Ziggler's. For another, the pitch is adjusted. It isn't slowed down.

If we draw back to TNA and WCW for a moment: Sting happened to see The Dark Knight and decided he was Heath Ledger. The entire concept of the Crow gimmick was the movie with Brandon Lee. Obviously, Sting likes to play on pop culture. I really think that StingStong has watched Arrow and decided to take crap from that. "The Vigilante" is what they called the Green Arrow on that show, and the character used to target corrupted authority figures. While using a voice distortion box thing. Seems plausible that he's pulling from that.
It's not like Sting, who very openly stated before he didn't trust WWE to properly utilize WCW talent, would sign a contract where he has no creative input at all. This whole thing could be all his idea.

It was Sting, but with the voice distorted. You could make it out a couple of times throughout the promo. Exactly what I thought. A few times when there is less voice modification, it clearly sounds like Sting. Clearly. "Ziggler." Hahahahaha

Nah, that's not the story at all. Sting isn't mad at Triple H for destroying WCW. Did you watch RAW? The video made it very clear. Sting himself says something to the effect of "I've seen authority ruin an empire. I fought that authority. I failed. I will not fail again." What he's saying is he will not let Triple H ruin WWE like the nWo ruined WCW. Sting is fighting for the WWE, Sting is fighting for the whole roster, he's fighting for wrestling. Sting sees Triple H and his power-hungry ways as the eventual death of the WWE. If Sting can eradicate the problem, WWE won't suffer the same horrible death he's seen take out WCW.

This was my exact response that I said out loud after reading your post: Wh... Wh... Why? Why would they do that? I was so dumbfounded, I couldn't get the word "why" out. Did they not see the Black Scorpion angle? It was ridiculous. Even as a (roughly) six year old moeSIAH I knew enough to be pissed when it was revealed to be Ric Flair. Maybe they can bring back the Dynamic Dudes while they're at it.
