For me the answer lies in the babyfaces. You have to have one helluva heel in order to really make a babyface superstar and that's why I would pick Triple H.
He made any babyface look so much better in comparison because of how good a heel he was. His work with Austin, Rock, Benoit, Foley, Orton, Batista even Daniel Bryan. He is unmatched in my eyes as greatest heel of all time when it comes to longevity.
I do think him being its Steph helps because for a very long time there and even a bit today there's a natural distaste for him because of the ignorant view such as "he slept his way to the top" when anybody with common sense can see that he would be huge with or without Steph. The guy is great on the mic, has tons of charisma, can work with anyone in the ring and has a great mind for the business. His prime would have got him to the main event regardless of his wife or father in law.
Honorable mentions for me are Edge and Orton but I liked them as heels so I can't really say they were great at their job. Vince however I used to hate so much. He's another good heel. Probably just natural for him lol. I don't see Flair as a heel and never have, he's just always been entertaining to me. Maybe because I'm in my twenties and any time I watch some of his old work I still know in the back of my mind how he was when I was growing up so it just makes me not hate him, if that makes sense.

For me Edge. As a heel I can't remember him winning the title clean. I was also convinced he was breaking the streak after the second spear on Undertaker at WM24. Would have been interesting to see what would have happened had he broke the streak.

My list goes like this:
1. Hollywood Hogan- His heel turn put wrestling on fire in the 90's and he was excellent at being the leader of the nWo.
2. Mr. McMahon- His feud with Austin saved the WWF pretty much, and Vince is just a natural heel.
3. Bobby Heenan- While yes the fans always got a good laugh out of Bobby, there is no question how great of a heel he was.
4. Ric Flair

Other great heels to name a few: Piper, $ Man, Flair, Rude. It's hard not to put Vince Mcmahon on any list as well. His run during the Attitude Era is the stuff of legends.
