Honestly, I don't think anyone is overrated when it comes down to it.
My guess is that some fans just don't understand why other fans like a certain wrestler. And that's cool.
I don't like Sami Zayn or Shinsuke Nakamura at all. I don't think they are overrated though. I get that some fans dig those guys. Just like how I dig AJ Styles and Seth Rollins.

I usually like all the top guys even some of the undercard guys, But the gals are another story.
Charlotte - She is an Impressive Wrestler but I just haven't liked her at all yet.
Naomi - She just can't do anything good, her finishers are so weak, the Van Dam Moonsault is kinda cool.
Alexa Bliss- She can Talk real good, but in ring she doesn't really do it for me, The Double Jointed Arm spot is cool but she's kinda sloppy in ring.

Here's my list of wrestlers I don't particularly enjoy watching, although they have tons of fans:
Bret Hart - I've always found him to be an incredibly dull wrestler to watch for the most part. He had great entrance music though.
Ric Flair - Same as Hart, always found him to be an incredibly dull wrestler to watch too. Good talker though.
Naomi - I just really cannot stand her entrance, her whole gimmick, and she has to be one of the worst talkers of all time. She also uses the worst looking move of all time (her stupid rapid kicks).

At present I would say Finn Balor and Nakamura. The main roster has exposed Balor's main weakness and that is mostly his character. His only save and grace is the Demon persona that he hasn't done in a year but for the rest of the time he's boring. He looks plain, has poor mic skills and no personality. People including myself have hated Orton for the exact same reason but IMO Balor is much worse.
As for Nakamura I have found his main roster debut to be a let down which is a shame and apart from his match with Cena which was gold I have found the rest of them to be poor. What I don't like either is that fans claim that Corbin isn't ready but would be happy to see Nakamura win at Summerslam.
Now tell me how would Corbin who has worked his ass off for a year be a poorer champion than Nakamura who has only been around for a few months?

Shinsuke Nakamura is definitely the most overrated superstar on the current roster.

To me it's Kevin Owens, Seth Rollins, Roderick Strong, Cedric Alexander and Alexa Bliss.

Like whoever you want. If you think someone's great, cool. If not, that's cool too. That being said, here are the people that I see get praise and don't quite understand.
Charlotte - Good in the ring despite her extreme lack of selling, but awful in every other way to me. Bad promos and character work for sure. Billy Gunn - I never understood the appeal. He had a pretty good look but almost never had a good singles match. His tag stuff is okay (Smoking Gunns were lackluster with only a handful of good stuff, NAO didn't have many high quality matches but were super over and BIlly & Chuck were alright). His pushes failed for obvious reasons. Kazuchiak Okada - Works too similar of a formula in his matches, which aren't always great, yet I hear people say he's the best in the world. The Young Bucks - One note trick ponies. I give them props for making a ton of money on that one note, but clearly not the best team in the world. Naomi - Better lately, but doesn't do much for me in terms of character or ring work. Dolph Ziggler - At one point, he was a quality wrestler but a terrible heel. Can't draw heat by himself because he's too concerned with getting over for us on the internet. Outside of working with the Miz and AJ Styles, has been uninteresting and bland for the past two plus years.

On the current roster:
Rollins, for sure. He can fly around the ring, but doesn't have a great deal else going for him. Weak as a heel, weak as a babyface. Nothing about him seems very genuine. This new storyline with Ambrose is alright though.
Balor. Seems very awkward on camera, not much character to him. Seems decent at TEH MOVESETZ but that's hardly unique in today's WWE.
Bray Wyatt. Very good at talking, very bad at talking in a way that sells a wrestling match/feud. Decent in the ring, but on the whole, his performances don't match up to how highly he's been positioned on the card for the last four years.
Cesaro. After all these years of him proving himself inept as a personality and a singles wrestler, there are still people thinking he's world title material lol. He is an incredibly solid tag wrestler though, so he deserves some credit.
Bobby Roode. Apart from the entrance, I just don't get it.
Natalya. Always been awful, always been given a free pass because she's related to Bret.
Sasha Banks and Bayley. Often perform poorly but are living on goodwill from NXT feuds years ago. They have struggled outside of the heavily-choreographed NXT environment way more than Charlotte and Becky have.
Gallows and Anderson. They're just dull, regardless of whether they've been to Japan or not.
Nakamura, maybe... On a good day, he is truly brilliant, but he has so many mediocre days for every good one.

Never really got the hype around Austin Aries. I never really saw his ROH stuff but from what I saw in TNA and his stint in WWE, he never thrilled me. You can throw Bobby Roode in that too. But he has a cool entrance so he gets a pass.

That's it, really. I used to think guys like Ziggler, Cesaro, even Kofi were overrated, but their longevity in the WWE and the amount of garbage they've dealt with they won me over.

It's hard to call someone overrated. The better question is who do you not like. For example, I hate Goldberg. Don't like his in ring work and he couldn't cut a promo. But Goldberg put butts in the seats. He made WCW a lot of money. He wasn't my cup of Arnold Palmer but boy when he hit his two moves the crowd would go crazy. You could almost say that about anyone except maybe Giant Gonzalez and he isn't really rated now is he. Does anyone care enough to rate him? I'll give him a three out of ten.
