There have been some very cool packaging over the years and it is obviously important for retail and important for those who collect with the packages.
But
Collectors like me rip it open and put them on display.
Would a direct line of Legends without packaging make it more cost efficient for Mattel?
How would that make YOU the collectors feel if that was the only way?
Curious.

Without packaging? As in loose figures? Where would all the info be? Where it was made? Who by? Address? Barcode? Trademark info? And how would it be protected in transit from paint scuffs? How would retailers display it? Minimal packaging maybe but without any would be impossible

I like some nice packaging but I don’t like when it drives the cost way up like the defining moments and entrance greats. I like to get some to keep MOC and if the packaging is very very basic then I might not continue to do that. I loved the packaging for Ringside exclusive elites like 92 HBK and Scott Hall. That would be my ideal design type for bigger name characters.

It's critical. The whole "just rip it apart" mentality annoys me. It shows a lack of appreciation for subtlety.

I also open all my figures, so packaging is irrelevant to me. It's an interesting idea. The main problem I see is that a big part of where cost savings comes in is in scale. The more figures produced, the cheaper they are per piece. Having a direct line that doesn't hit retail already limits your market, and obviously any MOC collectors would probably pass on the figures. So Mattel would be producing smaller quantities, making the per figure cost higher and probably eliminating the savings from not packaging the figure. Plus with a direct line they'd have to ship each figure individually, which again would add more cost for collectors.
But for me the focus is solely on the figure. I'd like to see a smaller box size, which could allow more figures to be put out at retail. I do think Mattel's larger packaging could be a factor in the EG and EM lines not being picked up by larger retailers.

I'd be cool with it, put 5% of a run in foodsaver bags and see if they sell. I usually buy doubles of nicely packaged figures, so it'd be nice to get one early and another at my leisure. I don't think they'll ever do it, because it's just like downloadable video games, where they're the same price as brick and mortar physical copies because even though they could sell it for considerably less, they don't want to sour retailer relations.

Even though MOC collectors are a very small percentage of people who buy figures, packaging is still very important. WWE figures are competing with Star Wars, Marvel, DC, Hot Wheels, TMNT, etc on a store shelf. They have to stand out and make their product more appealing anyway they can. Packaging is a key part of that. It has to draw your eye to the product and convince you that what’s inside is worth your money. Even though I collect loose, I’ve passed on several toys just because the packaging looked cheap so they assumption the toy inside was also cheap.

I get that they're trying to make their premium line feel "bigger" than the basics. But I think you're spot on. When I started collecting, I opened the figures but held onto the boxes. We were getting ready to buy a house and I figured the boxes would be great for storage during the move or display down the road. That lasted until my collection hit around 10 figures. The boxes are just too bulky and take up too much space, and I hate the extra clutter. More power to those who collect MOC or keep all their loose boxes. But unless you have a mansion or an insanely large display are I don't know how people do it.

Packaging is kind of important for me. The gen 1 boxes were awesome. I didn’t like the most recent ones from 2015-2017 they were ugly

I keep most of mine MOC so packaging is important to me. Though, I understand why those who open the figures and throw away the boxes would like the idea. Problem would be with the stores that sell them. If they just had opened figures sitting on the shelves it would probably be to easy to steal. They would have to have some kind of box. What they could do, is make plane white (or any other color boxes) with no information but the maker and barcode which could reduce the cost somewhat. My only problem with the boxes is that they change the design every year or so. I'd like for them to keep the same design from year to year (kind of like Hasbro did) so that when they are displayed together they look like they go together. Really liked the legends 1-6 style, wish they would have stayed with that packaging. Also, I do like the new smaller compact boxes.

You have two boxes of the exact same figure. Everything inside each box are in identical pristine condition. Box 1 has a couple dents and a minor slice from the box cutter. Box 2 is mint. Which figure do you pay $20 for?
Being a loose collector my answer should be “it doesn’t matter, the box is going in the trash anyway” but I know I’d pick up box 2 every single time.

As a MOC collector, packaging is everything to me. I only buy figures I plan to get signed and display somehow, so the packaging has to be as near to mint as possible before I will buy it.

I remember with the King Kong Bundy figure they had a mini generic box with black writing on it. But I would be game with a baggie or bubble wrap if it would bring the cost down. NOTE: I selfishly like looking at the box, reading about the wrestler and then rip it up ... but only thinking about cost savings to get the figures collectors wanted as a last result.
