I've been compiling Bill and Mattel's answers to stuff like this slowly. Here's what ive found.
Who they can make/Signing their own Legends:

And the Matty Legends... it seems us collectors are a fickle bunch: I remember people going crazy for Andre, DDP, Bundy etc. - but when it came down to it, a lot weren't prepared to pay the $30 (or however much it was including shipping) to get them. In the end, they had to move Miss Elizabeth to the regular Elite line, as according to Bill, "no-one bought" the Matty figures.

Without knowing the details, it seems like WWE learned from Jakks. Easiest way I can explain it is this: Imagine if Hulk Hogan signed his own deal with Mattel and then had the tape released. Now, in all likelihood Mattel probably would still distance itself from Hogan, but what if it didn't? WWE couldn't force them not to do it without impairing both Hogan and Mattel's rights. That's a lawsuit.
WWE probably wanted to make sure if could stop any figures being made of controversial individuals, and most likely put some sort of clause in its contract with Mattel that said it could not sign individuals on its own.

None of this would be happening if you guys bought the legends line... I'm not sure it could have ever possibly sold through with the distribution issues caused by the Kmart HOF series and Toys R Us tag teams. A person can only buy so many Steamboats, Funks, Sheiks, and Volkoffs. I loaded up on them at about $3 each on clearance, but the supply far exceeded the demand. Combine that with the fact that WWE was unwilling to include any past iterations of current talent in a "Legends" line, which would have meant no HBK, Undertaker, Kane, HHH, Rock, Goldust, Foley, etc., and that was the second half of the one-two punch that killed the line.

None of this would be happening if you guys bought the legends line... Thats one of the biggest myths going. Anyone who collected legends was in on those and the Matty Collector site. Im in the UK, I couldnt even get the legends figures (pre Matty collector waves) without the secondary market because they werent released here, but I still bought them because im a collector as are many others who did the same thing as me. I also supported Matty Collector, I was never off that site buying things from WWE to MOTUC. What cancelled the WWE legends on Matty Collector was not that they werent being supported by collectors as you claim, it was the fact that not enough collectors existed to buy them, resulting in poor sales. You cant expect Arn Anderson to outsell a pop culture icon as Skeletor. That was the problem with Matty collector in regards to the WWE legends. Mattel have been slow to say the least to nail down an online distribution idea. Its interesting to note that they are working hard to come up with something for the Thundercats Classics line that can be sufficient in 2018 and thats what they need to do with the WWE line. I dont know about where you guys live, but my Smyths and any Smyths here in the UK that I go into is clogged with WWE products and so many of them are priced down to try to off load them but they cant. To me, the whole WWE elite line should be online orientated, the customers arent going into stores, so many collectors and fans prefer to just sit at home and purchase online in their comfort of their house. Have you ever scratched your head why someone would pay more for a figure online when its cheaper in stores? Its up to Mattel to come up for a solution for this.

Somewhere buried away in quotes or video or something on this very board, Bill has even said it’s not part of Mattel’s business strategy ANYMORE to sign people outside of Legends deals That means they choose not to Not that they could go outside of WWE and sign Sunny, Benoit or people like that but you’re crazy if you think WWE would deny them from making figures of people they, themselves just put in the HOF recently (RNR Express, Freebirds, Jarrett, etc)

But it’s not the whole picture either. Mattel chooses to work that way, so it is what it is. But ultimately they choose not to sign others on their own who are not on bad terms with WWE and for whatever reason don’t have Legends deals

I wonder why WWE approved of it when Jakks signed legends. The deals were obviously different They were? Then elaborate dont just state the obvious. If you know they are different, then explain how. You must know more about it. As far as I know Mattel havent stated WWE wont allow them to sign legends, only that Mattel want to stick to releasing guys that are signed to legends deals. I dont think anyone can find evidence saying that WWE wont allow Mattel to sign wrestlers who arent on legends deals.

Some of these legends collectors just can’t accpet the truth that Mattel won’t go out of their way to sign legends. It’s been like that for quite some time and if they wanna stay on WWEs good side, they’ll probably keep it that way
