Does anyone know the story behind this 3-pack? I obtained it last year and have not been able to find any info on it. It is wrapped in cellophane with a cardboard backer, and all of the original UPC codes are covered with a single new one in their place. Where was this sold and how rare is it?

It’s not a “3-pack”, it’s 3 individual figures that were sold together.
They do this in Canada all the time to move product quicker

It’s not a “3-pack”, it’s 3 individual figures that were sold together. They do this in Canada all the time to move product quicker I understand some might see it that way. It appears to have been manufactured this way and not bundled by a store after the fact, so for those who collect packaging variants it should be of interest.

I don't remember asking anything other than, "Where was this sold and how rare is it?" If you can't address my initial inquiries then I don't need your input.
As for the variant discussion, I've never seen any store package merchandise together using manufacturer quality techniques. I see a cleanly cut cardboard backer, perfectly affixed tape holding the individual packages to the cardboard, manufacturer quality wrap, and a new production quality barcode label that was not printed off some store's inkjet printer. Our opinions differ. "Stop being so stubborn" by insisting that I must accept what is nothing more than your opinion.

Walmart frequently does this, especially during Black Friday. Its simple bundling. Many, many European stores do this. Canadian stores as well. Obviously, this is a couple years older, but this isnt a packaging variant. That would entail actual packaging. This is store based marketing at either a regional or national level, which would account for its professional look. Although, its not terribly difficult to shrink wrap and tape a backing board after adhering decals to cover existing upc codes. Nor is it difficult for a retailer to generate a upc sticker for bundling. Those little handheldsthat walmart employees have can generate a barcode in about 20 seconds. Not trying to be a jerk or anything, but this is not uncommon.

i remember wayyy back in the day, i saw a hulk hogan #4 shrink wrapped with no carding or anything at my local ames store in the "discount" toys section. looking back, i'd have to assume it was a damaged package situation and they tried to get whatever little profit they could from it.
so basically, i wouldn't be surprised if this 3 pack was just a situation of the store putting low selling toys together and trying to make a little money back off of them

I've got 2 of the 3 in my collection. They are just singles bundled together.
I still need the Hill Billy Jim but it's basically NEVER available in the UK so need to pay for postage, tax's etc.... if I want it.

Nice item, its a variation in packaging so how anyone can say its not a packaging variant is beyond me, it is. Who repackaged? Who knows, but its a great item to own, anything interesting like this always provokes jerk responses for some unknown reason

I've seen this done a lot. It can be a national distributor, a local store, or really anyone who just wants to get rid of figures in bulk. It's a common practice to bundle one popular figure (like Warrior) with one or two that are harder to move so a store doesn't end up bogged down with peg warmers.
As far as added aftermarket value on something like this, since literally anyone with a shrink wrap machine could have done this, I'd say it is negligible. I would go so far as to say the figures are worth more individually if sold online because pretty much no one would want to pay the shipping it would cost to mail them like that.
Unique looking piece, fun item, but I think there is no added value beyond the regular price of three nice legends carded figures.

I remember someone posted finding these way back when it was first released. It wasn’t rare and I want to say it was a store in the UK that did it, but don’t quote me on that.

2 of the 3 are def a imported packaging. the black sticker on the front is a dead giveaway as US stores don't ever do that.

I haven't found any other configurations, though. It's always HJ/UW/GS in that order from left to right.

It's nothing special or rare. It's value is exactly the same as the 3 figures individually, unless you can con someone into thinking it's something more special than it is.
