I found this video on youtube. I started watching wrestling in 1998 so when the news story about Owen Hart broke I was in complete shock. As you can hear in this particular video, the commentary is being done by the "spanish" announce team at the Over the Edge PPV--you can hear them talking about The Blue Blazer or translating the promo that airs just before his death. However, you can still hear all the audio in the ring. It is sad and it is probably the only form of video that exists of Owen Hart's death.

I know it's terrible, but am I the only one who laughed when I heard them say OH NO! OH NO! OH NO!
edit: You must be on crack, you can't hear anything besides the announcers speaking Japanese.

So wait, he regularly entered the same way he died, right? So the bit at 30 seconds really shouldn't look suspicious, right?

At :30, it's a part of the video package, it's not a live shot.

Ahh it's not really funny but it's better at WM XIX when one of them gets hit with a chair (Not sure if it was a work or not) and one of them is going "OH NO NO NO NO"

Translation:
During the fall
"Friends, something...oh my god"
After the Fall
"Friends we are here at this moment live, the blue blazer was gonna decend with his cape open and something malfunctioned. i only pray to god that this isnt something tragic. What you didnt see was something tragic, we can show in camera what has happened because its very tragic. The Medics are in the ring giving medical attention at the moment"

Yeah, I did, too.
Apparently, he fake injured Dan Severn, acted all guilty and just flat-out (kayfabe) left the company. Then, he returned a week later (in October 98) as the Blue Blazer.

Assuming this wasn't intentionally done, I wouldn't say he was able to do it "perfectly"... @topic coincidentally I was watching the same video last night, but no I could not hear anything besides the commentators.

The whole point was he was a bumbling superhero thats why he was doing that it wasnt purposely and the reason he died was because of the quick release pull which was so he could pull it early and fall like 5 feet like a bumbling dumb superhero.
