For me it has to be Curt Hennig (yeah he won the AWA but deserved the WWE Title).

I think the big boss man - when he was a hugely over as a babyface in the early 1990's British bulldog aswell - he deserved a title run big time

Back in the late 90's I don't think Owen quite had IT when it came to carrying the company and being World champion, when you compare him to the likes of Stone Cold & The Undertaker. However compared to the likes of recent champions like RVD, Mysterio & Khali, Owen Hart is head and shoulders above these guys. Owen was far more charasmatic than those 3 guys put together.

Owen Hart, Scott Hall, Curt Hennig are the tops in my opinion.

Yep, spot on. Both would have been incredible heel champions.

I love how everyone just looks at the AWA Championship and shrugs it off. What, names like Lawler, Bockwinkle, and Martel aren't good enough? Hennig was a World Champion, the WWF title is irrelevant.
Ted DiBiase is the correct answer. The WWF lost a lot of potential money in him. He was the ultimate villain without the belt, and with it, he could have been the Ric Flair of the WWF.

wasn't dibiase the champ for like a week or something. When Andre handed ted the title after beating hogan on SNME? I mean not much of a title run. (he was stripped shortly after having it)
my top 3
1. Piper : definatly but some of it is pipers fault. He refused to be pinned. WM 2 should have been Piper vs. Hogan. Maybe Hogan regains belt there after Piper got a 6-8 month run.
2. Rick Rude: he could carry anyone and with the like of Hogan and Warrior he could and did put on great shows. Plusy was the best IC belt holder other than Henning in the 80's.
3. Ricky Steamboat: yeah he left wwe early but man what a baby face. Plus he was a great wrestler. If he hadn't have left after WM 3 I think he would have been the one Hogan "passed the torch to" instead of Warrior, or Macho vs. Steamboat at WM 4

When I think of people who deserved title runs, Jake The Snake, Owen Hart and Ted DiBiase always come to mind. Maybe Jake could've held the belt while Hogan was making a crappy movie, although I'm sure his addictions made it near impossible for him to hold any title.

Piper and Dibiase would be my first two choices but there were a lot of wrestlers that deserved it.
