Yes it is stealing because if you are a bus driver and you find lost items, there are procedures you need to follow to try and return them to the owner. If he did not follow the procedures and tried to keep them for himself, he was stealing no matter if it was a sting or not.

Yes, it is stealing. Especially if it is where you work. I found things at my old job and always turned them in. Why risk it? Chances are, security will put your name on it and if it's not claimed, they'll give it to you after X amount of days.
When you work around people, you should be able to be trusted.
Further, even if you're not working. If one finds a $20 bill or something with no way for anyone to prove it was their's, then yeah take it. But, a wallet, phone, ipad, etc. should be returned for sure.

I don't agree with the ethics of entrapment, however it does sadly get results.
Providing he was given time to tell the company what he had found or report it, then yes, i'd call it stealing.

You said he wasn't given a chance to turn the stuff in,correct? If so then i don't consider it stealing since he could of just turned it in and not had a problem. Pretty crapty situation for him.

And you should seriously check your own moral code. Weren't you the guy who spent 500 dollars that wasn't yours you found from a STUDENT's wallet/purse that HAD their ID in it?

While we were waiting in line I looked down and saw a wallet. There was 500 dollars in there. It had some teen girl's H.S. Id in it and a few bus passes. Poor girl. We went out to eat dinner at a few pricey restaurants all week and we went to more haunted houses.

Finding a $20 on the streets? I don't think that's stealing. Finding an iPad and a wallet and keeping it without making any effort to report it? That's stealing.
