A month later, Cena was champion again. 2 weeks later, ADR was champion again. Then a month and a half later, Punk was champion again. People always point out how great 2011 was, but other than a few CM Punk promos and The Miz as champion, it was appalling.

Vader is the most outstanding candidate for me. Should have beaten Bret after IYH:Final 4 and carried the title to WM13 where he would drop it to Undertaker.
Should also have beaten HBK @ Summerslam 1996 and held it until RR97. One things for sure.....HBK would have looked a whole lot better in the deal.

I'd say Piper and Mr Wonderful. Muraco was a great IC heel champion. He might have been a good heel heavyweight champion. As for M$M yes he could have been a good one, but I actually think it was better that he wasn't and made his own million $ championship belt.

I would have liked to have seen Piper, Razor Ramon and Booker T all get runs with the belt.
I was hoping R-Truth would have gotten a short run with it too during his feud with Cena.

Dude sucked. Mr Perfect Roddy Piper Owen Hart Dolph Ziggler ( to date he's not been WWE Champion & I don't see it happening) R Truth ( during his 2011 heel run, even if it was only for a month or so) Me Ziggler has never and will never go near the WWE championship, he has no mic skills and all he's really good for is making others look good. R-Truth probably deserved it but then it would have got in the way of Cena/Punk and Punk going over truth wouldn't of worked out at all. Booker T deserved it though, along with Sandow, Barrett and Kennedy.

Blue Meanie should've had a run. if not dozens...on the treadmill. razor ramon comes to mind, and it probably would've happened naturally had he not jumped ship. i know i'll get a lot of flack, but jeff jarrett. the dude was really over in 98 and could've easily gone into a feud with rock that would've cemented him. triple h and him were essentially battling for roles as the big heel that was gonna make the move upwards.

Barrett leaving Nexus to form The Corre = Miz main eventing Wrestlemania 27 = Christian losing the World Title in 2 days = Randy Orton/Big Show dominating the World Title Scene Punk, then Rey, then Cena, then Punk, then Del Rio, then Cena, then Del Rio, then Punk trading the title all within 5 months = Michael Cole vs Jerry Lawler at Wrestlemania 27 (followed by 3 more months of the feud) = John Laurinaitis = Snooki competing at Wrestlemania = Sheamus vs Daniel Bryan being moved to the Wrestlemania 27 Preshow = Immediate Killing of Alex RIleys Push = Kevin Nash = Mick Foley's This is Your Life Pt.2 = Santino Marella nearly wins Royal Rumble = Alberto Del Rio actually wins Royal Rumble = Edge forced to retire = Ezekiel Jackson Intercontinental Champion = Michael Cole/JR feud Fall of '11 = Gail Kim eliminating herself from Battle Royal and Quits WWE = Michael Cole claiming Lawler is suffering from Anal Bleeding = The terrible World Title Match between Show and Henry at TLC = Capital Punishment 2011 PPV = Otunga and McGuillicutty as possibly the most boring Tag Team Champions of all time (well maybe tied with the Bashams) = Kharma debuting and then exiting just as quick = Ugh 2011 was bad

Orndorff is always somebody I give a shout out to during these threads. He was genuinely that good IMHO.

Punk and Bryan are two of the best wrestlers out there and Punk is sensational on the microphone. Also, the only people on that list who constantly get the belt are Cena, Orton and HHH. The rest rarely hold the belt.

The answer is: Pretty much nobody.
In the 80s/early 90s era... Mr Perfect, Ted DiBiase, Rick Rude, Jake Roberts etc were never better world champion choices than Hulk Hogan, Ultimate Warrior and Randy Savage. Do you really think Hulk Hogan vs Ted DiBiase would've been a better main event for WrestleMania V than seeing the Mega-Powers explode? Do you really think Hulk Hogan vs Mr Perfect would've been a better main event for WrestleMania VI than The Ultimate Challenge? Belts didn't change hands all the time in those days. It's silly to view 1980s wrestling through the prism of today where every main event guy wins the title.
In the new generation era... It was slim pickings for top guys, but this is the only era that has much of a case for a couple of guys that could have been champion. You could argue Lex Luger should've won it from Yokozuna, or that heel Razor should've been a transitional champion from Diesel to Bret (or Diesel to Shawn even).
In the attitude era... Everybody that was at that world champion level did get a run with the belt because we were in the era of it changing hands more often. Same with the Ruthless Aggression era and the current era.
