Name a wrestler who you thought as one time or another should have been WWE champion (not world champion) but wasn't. Or someone who only had a short title run and you thought should have had a longer one.
Here is a few that come to mind for me;
Rey Mysterio Booker T Christian Goldberg Mark Henry

Mr. Perfect, Rick Rude, Roddy Piper. Hogan was always more interesting to me when he was chasing a feud and those three guys could have given him awesome foils.

Besides Mr Perfect, Rick Rude and Owen Hart I would say Ted DiBiase.
Said it before, M$M was such an awesome heel gimmick and deserved a shot of a title run.

There are three men who stand out for me as never getting the title run that their careers deserved, whether it was as WWE champ or just ICC champ:
Roddy Piper - He didn't need it but he absolutely deserved to be WWE champ at some point in the mid-80s; he was as much a part of the success of the WWF as Hulk Hogan. He did get a consolation ICC run but it was very short and late in his career. Ted DiBiase - A heel with almost nuclear level heat, but the special belt created for him meant he was always on the cusp of the real titles without winning them. Jake Roberts - How he never get at least a ICC run is something I will never understand. He was pure gold on the mic and always solid in the ring.
Honorable mention:
Curt Hennig - Would have been a good heel world champ but at least he had some very good runs as ICC champ. I'm pretty sure his heath problems derailed what would have been an even greater career with multiple runs at the top.

The definite people who should have been champion are
Mr. Perfect Million Dollar Man
They should have without question had a WWE title run.
But, I do think a few others probably should have had a chance with the WWE title, such as
Rick Rude Owen Hart Lex Luger Razor Ramoan British Bulldog Christian
and I hope someday, Dolph Ziggler gets the opportunity to hold the belt

I both enjoy and hate these kinds of threads at the same time....because yes I do believe that some people should have had their chance at being champion like an Owen Hart or Roddy Piper.
However it also opens up the doors for people to come in and claim that Bob Holly and Val Venis should have been WWE Champions -_-
Theres a difference between someone who is very deserving and worked their tail off, and someone who has the ability to carry a company. If we're going by deserving William Regal should have been a 10 time WWE Champion by now, however he is not someone who will draw crowds and pump up buyrates.
