Roddy Piper is the GOAT on the microphone imo. I think I would go something like the following for my personal tastes:
1. Piper 2. CM Punk 3. The Rock 4. Ric Flair 5. Chris Jericho 6. Mick Foley 7. Stone Cold 8. Raven 9. Paul Heyman 10. Bobby Heenan
Jake, Dusty and Macho Man are all right there for me too honestly. Bray Wyatt is absolutely going to make his way up this list if he continues to do what he is doing. I think Wyatt and Heyman have a contest going each week to see which guy can cut the more absurdly intricate and great promo.

Raven really didn't do much promo wise in WWE Yeah, I don't ever really know how to judge Raven because of all the places he's worked. I think he's comfortably in my top 5 if I was counting every company. With this kind of stuff I don't ever really know where to put him, other than I know he belongs in any conversation involving this kind of thing, at least to me. I think Raven was probably the best talker WCW had from the 97-98 period. He had more of a time restraint on him for the vignettes and the pre match stuff so most of his work was really precise. Most of his ECW promos were insanely good though, especially against Dreamer because of the backstory he built. 2003-2004 Raven got back to being that guy again but he was really only getting that promo opportunity on his way out the door with WWE. It carried over into that Jeff Jarrett feud in TNA though and it was pretty masterful. I just tend to think Raven is an overall under rated performer period, but plenty of it is his fault, especially through the early part of his career prior to really cleaning himself up. It's a shame because the 97-98 Raven character could have easily worked an amazing program with a guy like Stone Cold.
