In general.
For me it's one man only and his name is Paul Heyman. Creative, funny, free-flowing and rarely slips up on his words. A great example is his speech after Wrestlemania 30.

Just watch this promo from Jake Roberts. He was once of the greatest.
Roddy Piper.
This is one of my all time favorite promos by Piper. A true classic.

Wow, if I had to pick names out of a hat, only five would come out of it.
Paul Heyman - His style is so unique that he can help further things. Heyman notes that because of seeing his father as a trial lawyer in The Bronx, that is how he was able to take notes and apply that in his promos. There is so much to say about Heyman and his promos.
Jake 'The Snake' Roberts - One of the masters of promo psychology. His cadence was so good that he drew you into what he was trying to get across. The stars of today should be taking notes.
The Rock - Granted his promos were scripted but the entertainment aspect speaks for itself. One factor that made him good was he was polished and he got better over time. Once he reached that level, he was untouchable
Roddy Piper - Like Jake Roberts, Piper was able to have that psychology aspect down to a science. In his prime, Piper was able to get enormous amounts of heat. The style he had was unique in a sense, hardly anybody could match up to him.
Jesse 'The Body' Ventura - Where do I begin? His delivery was so strong that you can get sucked into what he was saying. Not to mention, he was what a heel commentator should be.

Jeff hardy!! jk, he's one of my favorite wrestlers but was terrible on the mic ha for me, it'd be macho, rock, & cm punk....there are plenty more but those are my 3 absolute favorite on the mic as well in the ring

Austin all day long. He just comes across as himself while being legit and articulate. He is easily the best ad-lib promo guy, the comedy he produced during 2001 was second to none during all those live promos. Cena is the same but he has never entertained me as much as Austin did. Thats the difference, sure there are great promo guys but you gotta be entertaining at it. Im sure Cena is a great ad-liber, i dont know how much of that rap stuff he did was done there on the spot on the way to the ring but it seemed legit.
