The main issue with these seems to be both overproduction and the fact that most modern fans only know Ric Flair and aren't familiar with the others. Even adults who were kids during the Attitude Era aren't old enough to be familiar with the other Horsemen.
Mattel should make these regular Elite 4 packs, not HOF, and focus on the modern roster and Flashbacks from the Monday Night Wars when wrestling was most popular. Examples would be DX, nWo, Wrestlemania packs (attires from a certain Mania), character evolution (Hbk, HHH, Sting, Taker), Total Divas, Tag Team battle packs, etc.

I think the Horsemen pack was awesome, but I only bought one set at full price when they first hit and was happy to do it, but that's all I needed. After me and the rest of the collectors in my area all got ours, and they kept shipping more and more cases, and then trying to sell them super cheap, I knew it was gonna be a problem. I haven't seen the Heenan Family yet, but they'll have the same issue.

The Four-Horseman pack was a bad way to start off. Agreed, aside from Flair most fans have no clue who the other guys are. I think the price point is also an issue. The Heenan Pack cost me $55.00 once tax was added. I think these are being marketed more towards adults than kids.

In hindsight, the Horsemen was probably a bad idea as a 4 pack. Mattel tried to appease those who "missed out" on Arn & Tully, and shot themselves in the foot. I mean it's a great set, but some mainly bought it to add Windham to their collections.
I think The Heenan Family is a better set, and hopefully saves the 4 pack concept from going under.

I hope not, but I fear that they are. I would have started with names even the younger crowd would have been familiar with. Evolution, the nWo, DX and etc. I'm glad Mattel gave us what they did, but I don't see the line lasting, sadly.
Honestly, I would have made the first set Hollywood Hogan, Kevin Nash, Scott Hall, and Eric Bischoff. I think that would have really started the series off to a good start. Oh well.

I'm hoping it stays, and I don't mind the old-school figures, as it feels like another great way to get some legends. For a $50 price point you get a good deal.
I wonder if the idea would work as a RSC exclusive?

I think that 4 figures at 50 bucks is a great price, but 50 dollars to spend on an item that isnt vital to a household is tough for most people. Most stores I go to have a number of the Horseman sets, and I dont think they're going to sell anytime soon. I believe the 4 packs were on sale for half price during Black Friday and they did not clear the shelves then so I dont know that it'll happen.
I hope they keep making them though.

In all seriousness, would we even be talking about the Horseman sets if they simply didn't make so many?
Maybe it didn't sell too badly. Maybe they just made/shipped waaaaaaay to many. Perhaps that simple adjustment will eliminate the issue going forward.
