The answer has to be Sheamus and ADR right? They were the majority of the problem that killed the original BAF Paul Bearer from coming out in the USA. And Sheamus, didn't Mattel take him out of a Basic lineup all together because there were way to many clogging shelves already? They are probably the collective worst sellers overall They haven't even made an Elite Sheamus in 3 years. I admit though I would buy one if released.

Lots of names in those lines.
We've gotten 1 Snuka. 2 Slaughters, etc
Look how many Cena figures there are. Rey. Taker. Triple H. HBK. Rock.
Look at it this way.. would one of the top toy corps in the world constantly produce figures of wrestlers that don't sell?
You all know the answer is no.
I don't even know how this is still any kind of discussion.
The most realistic answer would be people who are under contract but have minimal figures.

How has nobody said the 4 Horseman? They have been clogging Targets in high quantities for a long damn time! DDP was a terrible seller as well. I see Defining Moments Undertaker everywhere. It's a good figure but apparently nobody buys it. Bossman isn't doing too well himself These were all slightly different re-releases that very few people wanted. I hope Mattel takes notice. Good call on these also.

OK there are some ridiculous choices in this thread. This is wrestler, not figure right? if it were a particular figure I DEFINITELY think some Cenas, Reys, Takers, and Ortons would qualify (Or E16 Rock with the painted in goatee... shudder). As for wrestler, I remember all of the Cenas and Ortons, Reys, Undertakers clogging shelves for decades. They were made in larger numbers, and in every other series. We got the same red Cena I don't know how many times. So many similar Undertakers and Randy Ortons. Even Rey with so many intricate costumes. yeah, they eventually stopped selling when everybody had one, but that's the point. it may look bad, and some warmed terribly, but kids all over the world are buying Cenas, Ortons, Undertakers, Reys, etc. before they even get to guys like Edge, Jericho, or even Shawn Michaels probably. Everybody had at least one before they stopped selling. The vast majority of kids across the world likely got one of those four guys first, and may even have two or more of each.
Next, I know there's plenty of Tito at Targets all across the US, but that's it.Targets in the US. He's not in Toysrus, and he's not in Europe. this is also his only figure, so it's definitely not Tito. it's not the Horsemen either, although both could be in line for Targets worst seller (along with Rocky Maivia and E29 Bryan and Cody)
If you're going for worst selling overall wrestler, they have to be available at all or most stores, multiple releases that warm, and available internationally. So I guess that's where you start.
Anyway, my opinion
MVP (4 figs, all warmers) Kozlov (all releases warmed badly ( B2, ECW 3 pack, E5, BP9) Finlay (E4 is in line for worst warmer ever, and the basics never really sold, finally bought another E4 last year to get it out of the store) DH Smith (all Hart Dynasty releases warmed hard), Kidds second Elite and yellow basic sold better) Sheamus (he was popular once, but not Cena popular. I think only B7 and sold E8 well) Yoshi Tatsu (all three were terrible sellers, warming everywhere from TRU to Walgreen's) Mark Henry ( B2 and the accessory pack with bonus bald Henry elite actually sold pretty well, but the other 47 didn't) Big Show (people may have bought E10, but that was only for the belts. He got a lot of figs, and I always saw way too many) Del Rio (lots of releases, mostly awesome figures, only E14 sold. the silver one was the worst offender) Cesaro ( good number of releases. all warmers, E33 is still warming) Primo ( all 4 2 packs, the 3 pack, and the elite, all just awful warmers. pretty much all iterations of the matador gimmick can still be easily found at a store near you) Ryback (the first sold well, but Skip Sheffield sure didn't...he also got stuck with perennial warmer Jinder Mahal) Jinder Mahal Brodus Clay
Honorable mention Mickie ( one figure, in line for worst ever Mattel warmer) Barrett (some sold well, but most sold really really badly, such as the terrible E18 fig, the Orton BP, the basic in gray, and even E34 BNB which is still readily available) Punk (from my experience, only E11, E20, and the pink basic didn't warm badly. E1 warmed, E6 is in line for all time worst warmer, both the Johnny and Heyman Elites can still be found, E29 is still available. Cryme Tyme ( E6 Shad is in line for worst warmer ever, JTG is right behind him. the two pack warmed)

Wrong. if they're on TV, they're getting released. they don't just not release figures because the first didn't sell unless they're legends that aren't on tv. you can't convince me Kozlov sold well enough to warrant multiple releases.

It absolutely has to be either Dr. Death or Jacqueline from the BCA days (or possibly the Rockers from Hasbro), but if you're only going by Mattel, definitely Del Rio.
