This is a problem I've seen your customers complain about a few times now.
I had this happen with a Sammy Zayn elite and this Elite 59 Balor. The arm would only turn so far before refusing to continue. In both cases, the fault was with the rubbery piece that goes on the tip of the shoulder peg (unfortunately, you have to split open the figure to fix this).
The cross-cutout in the rubbery tip had little bits of excess plastic that didn't let it slip on completely, so the tip was snagging on a corner/wall in the chest, restricting movement. The chewed up area is where it snags.
In the case of the Sammy Zayn, the problem was a thick seamline on the peg, enough that it restricted movement in a similar way.
So there you go, now you know at least 2 reasons why the arms won't turn.

Something so small with a big effect.
Unfortunately though, you just know they aren't going to bother fixing it. It sucks too because a lot of the highly anticipated figures have this torso - Undisputed Era (Already known to have the issue), Aleister Black, Cedric Alexander, Ricochet (They'll probably give him this torso), the new Daniel Bryan (Pun intended).
All will likely have the arm issue.

I don't remember that extra bit of plastic above the joint in the torso from when I was doing customs but then it has been awhile.

Thanks for this. Even though I know they won’t bother to fix it it’s still nice to know what is ruining so many great figures. Damn shame.

When you put the torso back together, is it super loose and wobbly?

So I’m guessing that the reason the left arm will start spinning freely and not stay up is because that little piece either snaps or falls off

They have to meet specific safety guidelines for QC. This piece is probably a part off that process

I remember when Jakks started putting those rubber pieces in the arm joint the last few years before they lost the WWE license to save money. It was the worst, because those rubber squares would come loose if you rotated an arm too much and then it would pop out and start rattling around the torso and the arm was basically broken at that point. The only way to fix it was to crack open the torso and put it back in place. Hopefully, this doesn't happen with Mattel.

What's weird is this didn't happen before. So something changed during the manufacturing process, but unfortunately I doubt Mattel will care one bit about fixing this.

While I do hate a stiff arm, I also detest loose arms. We need a happy medium.

If you heat the arm in a cup of warm water and move it around once it’s loosened up then it should solve the prob. But I agree mattel should correct this.

Without the rubbery piece, yeah, the arm spins freely. It creates friction so the arm won't be floppy, but if the rubbery piece is misaligned, loose, whatever, it snags and causes this problem.
Try getting the tiny rubberbands people use for braces. Assemble the figure them slide some of those up the arm and into the shoulder joint to create friction. You shouldn't be able to see them since they're so small.
Even plastic wrap works.

In this case the rubbery piece is loose/deformed/whatever and blocks movement, getting worse the more you move it. It's a physical obstruction, a little heat won't do anything.

I never got why they make both shoulders differently, is that so they dont get confused in the assembly process?
