By that logic, the Jakks Classics wouldn't have had anyone from before roughly 1985. Sorry, did you mean roughly 1985 or later? Then I think my post above is relevant to this. If we're going purely by actual periods of time and using Jakks as a benchmark, then people like Randy Orton, Sheamus, Batista and The Miz should be in also be in this line. Maybe that is what you mean? Not being facetious, just wanting clarification. In my opinion, any look prior to 2010 should be fair game for the Legends line. I think that what happens is that a lot of adults freeze whatever wrestling was their childhood wrestling as classic/legends stuff and act like everything that comes after that all gobs together into "modern wrestling" (not singling out you specifically, just saying in general) that they lose focus on the passage of time. Kids who were 12 when Cena debuted for example are 32. Hell, kids who were 12 when Batista left WWE the first time in 2010 are almost 25, let lone when he was on top in the mid 2000s.

And I can totally see your side. As I said, if we're only looking at it as purely passage of time, then yes. And I want to also clarify that I'm not saying that Batista or Randy Orton are or aren't considered legends in their own right. That could be argued until the cows come home. Just in my opinion, the way that the Legends line is packaged, it feels like it fits more with wrestlers from that older lost era of wrestling prior to the turning point somewhere during the Attitude Era where things really started to change and heat up. Elements of the Attitude Era could certainly fit into the line but to me, the Ruthless Aggression era was definitely a giant leap ahead and doesn't feel that "old" when I go back and watch it on the network. The style and production still feels quite relevant and not that different to what's on now. I still feel like the Attitude Era and Ruthless Aggression era are both popular enough not to need to get folded into another line but to warrant their own "Legends" like line but with packaging more specific to their period. Maybe alone, they might not be strong enough but merging the two and having say 2 Attitude Era and 2 Ruthless Aggression figures per wave and a chase figure alternating era per wave.

I think it would be cool to see a suited rick rude with 2 heads, one with a stache and one with a beard to resemble that time where he showed on raw and nitro on the same night. Should be easy to do, all they would have to do is change the color of the suit (brown on Raw, gray on Nitro) and add the two heads. They could also repurpose IRS's briefcase too. I wouldn't even be too concerned with the different suit colors, just make sure he came with the 2 different heads

I would also like to see an nwo curt hennig. Mr. Perfect body, a new head sculpt, Black singlet with white on the back of it. Nwo sleeveless shirt, hell...even throw in a white hand towel. Simple yet effective.

I think both phases have their ups and downs. Phase 1 had a more varied selection of gimmicks signed the Jakks way, but their packaging wasn't collector friendly.
Phase 2 has improved packaging and the modern amenities of recent Elites (Extra hands/heads, updated articulation, True FX), but aside from a few new faces (Molly Holly, Greg Valentine, Stacy Keibler, etc.) the character selection is more stagnant due to WWE restricting Mattel to legends signed to a deal. The Target exclusivity is a little bit of a hassle too but the way recent waves have been hitting, it's a nonissue.
Overall I like the 2nd phase a little more; the biggest problem being character selection which is a WWE issue, not a Mattel one.
