As somewhat of a wrestling historian, I think a WWE Legacy line would be neat. Obviously, I don't think retail would be the best vendor, but maybe rather as mattel creations exclusives.
Superstars like Spiros Arion, Pedro Morales, Ivan Koloff, Bruno, the blackjacks, etc.
Not for everyone i know, but there could be some great FTIL pieces.

I don’t think a line is sustainable but they are already kinda getting those pre-Golden Age names out. They have the territories pack, the Maivia legacy pack, the upcoming Bloodline pack, Bruno is in the main line series.

Yeah a Pedro would be good. Plus his career continued into the Golden Age. Yeah he was mainly used to get younger talent over but was one of the few stars where they recognized there was history prior to Hulkamania. They were constantly reminding you that he was a former world champ and the first triple crown winner.

I specifically wait for random midcard elites to hit clearence so I can build different territory era people who never got elites or figures at all.

I can't imagine a separate line would be viable, but I desperately want more names from the 60s, 70s, and 80s in the legends line. Id love for the territories four pack to be yearly/twice a year but it seems like WWE doesn't see much value in signing talent that old to legends deals. You'd think by now wed at the very least have Rogers, Morales, and Koloff

With all these legends signing deals they should get some estate deals in there too and add some beef to the Legends line. I mean, it would be crappy for me, but a legacy line on its own wouldn't be viable. However, they can easily toss a couple names into the Legends line as one offs. At least Target will clearance those bad boys out fast if they don't sell.

I would just love an elite line with a legacy theme to it with appropriate cards/boxes that represent the logo era at the time. For example, early 90s WCW figures in a standard flat card box with the purple logo, Im suprised Mattel havent thought of this, the standard card backing was a big sell point for the Hasbros, its a simple feature that can capture sales and make for an excellent collection line.

I would love a Gorgeous George figure from the old days. Face 70s Bob Backlund would be nice too. I would love some guys who never wrestled in but contributed in some way. Arian Street would be so toyetic and could have multiple looks.
