Steve Austin at WM17
Also Randy Orton's first face turn... which was more like Evolution turning on Orton but it was pretty unexpected yet well played out.

I never thought Evolution turning on Orton was that shocking. I thought everyone saw it coming as soon as he won the title. If anything, it came out of nowhere because they forced the face turn instead of letting it happen naturally like they did with Batista's face turn.
However, I don't think anyone predicted Coach's heel turn in '03.

Best heel turn ever is definately Hogan joining Hall and Nash or Austin and McMahon. Also Stephanie joining with Triple H in December 99 was quite shocking for me.

Bulldogs turn on Diesel was awesome. I think a big part of it was that as I did not have the internet I had no clue and whatever I saw on RAW was the first I ever knew of it. this is one of my all time favorite segments in WWE history yet it hardly ever gets a mention.
