In your minds, who are the TOP TWO most deserving WWF Superstars who Never won the WWF Heavyweight championship from the Mid 80's to the Mid 90's? and of course your reason why would be appreciated?
My top two choices are easily:
1) Rick Rude- Simply because He should have beat Ultimate Warrior for the Title at Summerslam in the Steel Cage and was a great heel who could work a crowd. Also held many singles and tag titles and was a decent wrestler in his time.
and
2) Mr. Perfect- Was an outstanding I.C. champion and a great heel during the late 80's and early 90's with some excellent matches in his fued with Bret hitman Hart.

Mr. Perfect and British Bulldog Davey Boy Smith.
Because they were both amazing wrestlers.

I'd say either "The Million Dollar Man" Ted DiBiase or Mr. Perfect. Either one would've made a great W.W.F. champion and they were both tremendous wrestlers. But, that was back during the Hogan era and there's not too many people he was willing to drop the belt to, which is a shame.
If he was willing to share some of the spotlight and give others a chance, those are the two I would've loved to have seen as the W.W.F. champ.

1. "The Million Dollar Man" Ted DiBiase. Would have been a great heel WWF Champion. His gimmick is something the fans hated.
2. Mr. Perfect Curt Hennig. Excellent worker and wrestler. The perfect time to give him the belt was in late 1992. He could have stayed heel and fued with Bret Hart or turn face and fued with Ric Flair for the title.

Mr Perfect, Rick Rude, Ted Dibiase, Roddy Piper, Andre The Giant (lets be honest he wasnt the champ), Ricky Steamboat, British Bulldog, Owen Hart, and Jake Roberts all come to mind

Andre the Giant should have had a proper run, was America's most famous wrestler in the early 80's, before Hulkamania started.
Ted Dibiase - Was equally as good as Randy Savage, technically and as over, but as a heel, yet Savage got 2 title runs, Dibiase got none, only because Vince didn't want heel world champions in the 80's, what a waste.
Vader- In 1996 was a monster heel, started off by squashing WWF President Gorilla Monsoon, and going on a rampage until Summerslam 1996, didn't win the title and then did nothing of note there after.

Ted Dibiase, Mr. Perfect, Jake Roberts and Roddy Piper.
All very deserving at various times, for a combination of in ring ability, charisma and being at one point in tome, right at or at least next to the top of the business (just without that shiny gold belt).

Mr.Perfect Bulldog,
They were phenomenal wrestlers and could put on a great match that would make you rise from you're seat. It is a shame they are gone but it is also a shame they were never champion.

IMO a champion has to be a guy who can not only carry the title and is a great wrestler, but will be a money maker for the company that they are representing. Which is why to an extent I cannot say that Ted Dibiase or Jake the Snake should have been champion because I only saw them as transitional heel champs. I could not see them holding the title for an extended amount of time.
Mr Perfect had the character where I think ppl would have paid to see him but he is a step above Ted Dibiase.
British Bulldog... no. No way he could have carried the title at all. He was great in the ring, but on the schtick... no.
I will reiterate, that if Ted and Mr Perfect put forth a lil bit more or at least were given a better reason to be so bad then I could see them carrying it, but at the same time even when I was 7 and watching them I saw that they weren't ever given the role to where they could carry the company.
Ric Rude should have been WWE champion at least once cause man he had it all. He could talk the talk and walk the walk. He made guys look good, dear lord did he make Warrior look better than what he actually was.

mr.perfect certainly comes to mind. just the possibilities of the fueds we could have saw with him as champ.
Farooq- this one is 50/50 with me but it could have worked with him and the whole him being the leader of nation of domintation which could have had some fun feuds.

I would go with Piper and Jake Roberts. Despite his "demons" imagine the angles and ring psychology that Jake could've brought to the table as champion.

While I loved people like Owen hart Rick Rude Bulldog and Razor Ramon truth is during the period they were at there best I don't think they were the best candidates for a main title run. Its easy to look back now and say omfg WWE how could you not have given so and so the title. For me in my long time as a wrestling fan there are 3 main examples of when I feel the title should have changed hands.
1 Lex Luger summerslam 1993 I know the whole Lex Luger may for people looking back seem like a waste and fair enough he was no where near over as the Hitman but surely a title win here would have made sense.
2. RVD No Mercy 2001 I usualy stand by the WWE's decisions as when you look back most of the things they did made sense in the long run. They really missed out on not have RVD win the triple threat match he was so over and I really believe that a title win even if it was just for a few weeks would have made him a serious main eventer.
3. Kevin Nash. at some point during his what I might add was a excellent feud with HHH he should have won the strap even if it was just say from Judgement Day to BadBlood or even just a eppisode of RAW.
