In your minds, who are the TOP TWO most deserving WWF Superstars who Never won the WWF Heavyweight championship from the Mid 80's to the Mid 90's? and of course your reason why would be appreciated? My top two choices are easily: 1) Rick Rude- Simply because He should have beat Ultimate Warrior for the Title at Summerslam in the Steel Cage and was a great heel who could work a crowd. Also held many singles and tag titles and was a decent wrestler in his time. and 2) Mr. Perfect- Was an outstanding I.C. champion and a great heel during the late 80's and early 90's with some excellent matches in his fued with Bret hitman Hart. These are the two I would have picked and I would have picked them in that order also.....It's a damn shame neither of these guys held the Heavyweight Title...

My top 5 would have to be(in order) Piper Razor Owen Dibiase Mr Perfect Bulldog

Ted DiBiase - He should have won the title at WrestleMania VI. Even if he were to drop it to Savage a month of two later, he needed a title reign.
Andre the Giant - Like a few have already said, he needed a proper title run.
Mr. Perfect/Rick Rude - Both guys were over and could work a crowd. Shame both men were never given the strap
Vader (1996) - he had a huge push from January until September, then stop almost over night. I wanted him to beat HBK at SummerSlam.
Lex Luger (1993/1994) - So much hype going into SummerSlam '93 and nothing happened. However, it was rumored that Luger would've gotten the title at WrestleMania X had he not blown the ending a few days prior.
Roddy Piper - Arguably the hottest heel in the early 80's, Piper would've been the one to have stripped Hogan of his strap.

I hate to be that guy. . . but everyones #1 answer should be Piper. . . PERIOD. 2nd is a little more debatable but I think it's M$M.

There are so many people that I could name, but here are five guys that I felt deserved the belt and could have actually done something with it, too.
1. Ted Dibiase- Dibiase in the late 80s could have been the quintessential evil heel champion buying his way into a World title run, but it was never to be. I don't know if I would have given him the belt at WMIV, as everyone loves happy endings at 'Mania, but he definitely would have been champion by the end of 1988 if it were up to me.
2. Rowdy Roddy Piper - See Dibiase, except a little earlier on and we could have had a hell of a main event feud (at least, as far as promos go) between Hogan and Piper with Piper as the heel champ. I can't think of many more deserving guys than him, and he was over, nothing else needs to be said here.
3. Andre the Giant - If you notice a pattern here, a lot of guys could/should have been given a run with the WWF title as major heels, and none come any bigger than the man himself, Andre the Giant. Everyone knows about the very brief title reign and the custom strap to fit around Andre's waist, but this man deserved to hold the belt for several months at least. Who could beat him, honestly? If he was champion and Hogan could pin him for it, that right there would have been guaranteed money for the company.
4. Mr. Perfect - A pure athlete with tons of charisma and, hell, a "perfect" gimmick. The fact that he was only ever Intercontinental champion is really a shame, as Perfect/Hennig could have made his mark as WWF champion in the very early 90s.
5. Tied choice between Vader and the British Bulldog - Simply put, Vader should have been WWF Champion in mid-1996 by Survivor Series at the latest as he was built as a monster and should have dominated the main event scene as WWF Champion. British Bulldog, on the other hand, had several title shots throughout the years, but never got a chance to win any major singles belt other than the Intercontinental title (and, of course, the European and Hardcore belts). You can't tell me that business would have been any worse if Diesel or Bret had lost the belt briefly to Davey Boy. Besides, we all know Bret and Davey Boy could have pulled off at least one or two great title matches with Bret as the challenger instead.

Another was Christian, The talent was there, He had Charisma, Mic Skills, In Ring Ability, He could get over, He was pretty much the full package, Could have been a huge star if pushed right, Kinda like where Edge is today.

I'm gonna break you 2 limit rule... Ted DiBiase Curt Hennig Davey Boy Smith Roddy Piper Billy Gunn (Less obvious, but it amazes me that man never got a huge push) They gave Billy Gunn push after push, and he just never got over. They put him for the Rock in a main-event match at Summerslam, and it just didn't work. I'd have to say Ricky Steamboat...aaaand...my own personal one, Owen Hart. When he came out and attacked Shawn Michaels in late '97, I was really pulling for him to take the belt. Now, I know that would never happen, but back then, I thought it was perfect.
