Andre I believe didn't have one because of not wanting it or because he traveled and didn't stay in one place. If he really wanted a run, he would have gotten it and no one could have told me no. I really believe that.
Curt Henning came in at a bad time and the same can be said for Rick Rude. Perhaps after Hogan had left because he was the big star that the crowd didn't want to see lose the belt. Plus I think Curt Henning had injury problems later on and probably would have had a run had it not been for that.
I thought the British Bulldog could have had a short run just to see what would happen. You could also make the case for Luger on the grounds that they built him up so much only to not go through with it but that probably had to do with him not getting as over as they had anticipated.

Ok, don't bite my head off, but wasn't Andre and Kevin Nash (as Diesel) both champions at one point. Or are you talking about Kevin Nash as himself in his later run?
But I would have to say, obviously, my number 1 is: Mr. Perfect. Everyone has pointed out the reasons already. It was just during the Hogan era, so there was no chance in hell.
My second choice is tough. I want to pick a few:
Jake 'The Snake' Roberts Owen Hart 'Rowdy' Roddy Piper 'Mr. Ass' Billy Gunn 'Ravishing' Rick Rude
Jake, I think, really would have been a great champion, because of the in-ring and out of ring psychology.
I think Rick Rude, Owen Hart, and Piper would've all had some great feuds with Warrior, Perfect, and Bret Hart back in the day.

Another was Christian, The talent was there, He had Charisma, Mic Skills, In Ring Ability, He could get over, He was pretty much the full package, Could have been a huge star if pushed right, Kinda like where Edge is today. i think that christian will back in wwe in the next few years,and he will get his run

While I loved people like Owen hart Rick Rude Bulldog and Razor Ramon truth is during the period they were at there best I don't think they were the best candidates for a main title run. Its easy to look back now and say omfg WWE how could you not have given so and so the title. For me in my long time as a wrestling fan there are 3 main examples of when I feel the title should have changed hands. 1 Lex Luger summerslam 1993 I know the whole Lex Luger may for people looking back seem like a waste and fair enough he was no where near over as the Hitman but surely a title win here would have made sense. 2. RVD No Mercy 2001 I usualy stand by the WWE's decisions as when you look back most of the things they did made sense in the long run. They really missed out on not have RVD win the triple threat match he was so over and I really believe that a title win even if it was just for a few weeks would have made him a serious main eventer. 3. Kevin Nash. at some point during his what I might add was a excellent feud with HHH he should have won the strap even if it was just say from Judgement Day to BadBlood or even just a eppisode of RAW.^ Kevin Nash had a WWF title run...roughly a year long one as Diesel in 1995.

1. Christian-WWE dropped the ball with Christian. Funny how he and Edge were champions of their respective organizations at the same time.
2. Mr. Perfect-It's been said over and over, but this guy could have easily carried the strap.
3. Ted Dibiase-Oh the angles that could have been.
4. Vader-Should have came in and squashed Shawn Michaels.

Hogan should of had his reign cut in half and have him lost it too Orndorff and Piper.
Them 2 deserved it.
Way too beat the screw job. Have Owen beat Bret. It makes it look like you have the best hart and Bret could of came back for several promos and stuff over the years.
Vader should of had a run also. Maybe just a 2 month run. have him beat Michaels and lose too a face vicious who turns heel and loses back too shawn.
I'd say hennig deserved one but he left and could of won it in 2002 had he stayed off the drugs. IMO he blew it.
Rude died of drugs: He also could of had a run maybe if he hadn't died of being a druggy. IMO he blew it.
Andre: Absolutely he should of had Hogans first run. Then Hogan should of won it at Wrestlemania 2. It would of made bussiness sense. Even if Andre didn't want it they should of made him take it.
Christian should of won the title way before he left. He was a heel and was over as a face. Turn him face and they could of had him beat Edge at Mania and had Cena go on and win it a few months later in a triple threat. Christian is right up there with a guy someone pushed down for stupid reasons. He was hugely over in TNA imagine if he had turned face and stayed with WWE. He could of replaced Jericho while Jericho was gone and kept ratings up with his somewhat edgy comedy.

mr perfect- just based on his wrestling abillity he shouldve had at least one world title run. davey boy smith-he was so over it was ridiculous, especially in like 1995 andre the giant- enough said
