JBL.
He sucks in the ring, he beats up on younger wrestlers for the sole reason of "teaching them a lesson" (as opposed to working 'stiff' to make a match BETTER), he's incredibly boring, etc.
The guy just is just trash.

None...Every guy who's been WWE Champion has worked hard and deserves it. It's ignorant to say CM Punk because the dude worked hard to get where he is just like every other champion Yeah, he was in the indies, what? 4 or 5 years? And then in the WWE for 2 and a half tops? Yeah, real deserving. Matt Hardy, a 15 year veteran, and Jeff Hardy, a 14 year veteran, deserve it more. Hell, Bob Holly deserves it more. Jeff actually wrestled his first WWE match before Matt in 93'. They are both 15 year vets. Any way it would difinantly be, as much as I like him, CM Punk. He wasn't even being pushed at the time.

Jeez, that makes you like pretty stupid IMO. Least Deserving would be JBL. He was never good on his own and he was only good because he always had promo work while with APA, which got him over as a single's competitor. Plus, didn't he beat one of the most deserving title holders?

Randy Orton, and not just because I've never liked him. I think he's gotten way too many chances. He's failed drug tests and acted like a tool backstage all the while knowing his job was safe since he's close with Vince and Triple H. I also thought it was ridiculous that he was pushed to the main event scene at the exact time last year when the WWE was under fire for steroids after Benoit's death. I just don't think it's fair when guys like him get an unlimited amount of chances while other guys are held down for the same reasons. Look at Kennedy...he was about to embark on the biggest push on his career, failed a drug test and now what's he doing? Orton failed a drug test and was given the WWE Title. That pretty much sums up my thoughts right there.

Granted, the circumstances in which he was given the belt were wrong - but to say Mysterio didn't deserve to win the big one, is ridiculous.. I love it when people say that. Whether or not Jeff Hardy can, or cannot wrestle.. the fact is that no matter how many misdemeanours he's had, he fully deserves to win either the WWE or WHC, due to continuously putting his body on the line and the hard work and effort, he's put into entertaining the fans over his ten year plus, WWE career - same goes for Matt..

Although Punk is up there on the list because he really hasn't paid dues in WWE. He never won a midcard title beofre winning the big one. ... That's ECW's main title. Just because nobody watches that brand doesn't mean everything on it is mid-card.

Khali wins this hands down.
Whoever thinks Lesnar shouldn't have been given his huge push or deserve his first title doesn't appreciate the void Lesnar was filling, (Austin & Rock were to be both gone for a good while, whilst Lesnar was champ, their two biggest names and they needed someone new to be on top). If Lesnar was not given that championship, he would never have had the career he had in the WWE.
It was simply his time.

As a business move, you know to make money, which all businesses do, Cena is perfect for the WHC or WWE title. I think they mean from a wrestling stain point. Being able to put on great matches. Not just entertaining people. If that were the case Santino would be world champion by now.
