I still think Lesnar might have intentionally avoided choking Herring because he was concerned about starting a submission fight he wasn't confident he could finish.
I think Lesnar realizes submissions are his weakness and the Mir loss might have spooked him from trying them, if he believes his opponent has better skills.
Just my theory.

Its just locking in a choke hold... Brock wouldve made him tap instantly. You'd think so, but to a wrestler, leverage is everything. To apply a choke, Lesnar would need to give up at least one of his arms, and risk rolling to his side or his back... which is no problem for a well-rounded MMA fighter, but Lesnar probably doesn't like being on his back/side yet. Wrestlers at Brock's level have basically learned to maintain balance and stay off their backs as an instinct. Not only does Brock have to learn submissions (and how to defend them), but he's got to break himself of that instinct in the process. Brock's best chance for a submission vs. Herring was a rear naked choke, and while it's possible he could have tapped Herring out with a choke while staying completely on top of him (with Herring belly-down), it's a little more common to see RNCs result in the guy applying the choke lying on his own side or back. Lesnar would probably be going against his instincts to put himself in that position, even if he knows it could finish the fight.
