In the 1989 Batman movie it does imply that he only recently became Batman, because no one knew if he really existed or was just an urban legend. As stated above, Burton's Batman was played up to be a shadowy figure who came off more as a superstition than an actual man. If you read the comics, it was the same way for many years. To the average Joe in Gotham, Batman was more like an urban legend than accepted as a guy in a costume who fights crime. That's probably not the case these days with Batman Inc, but I know it held true for the most part until RIP.
