Update: ISLAMIC State militants say they have executed British aid worker David Haines in retaliation for British leader David Cameron entering a coalition with the United States against the jihadists.
If confirmed, it would be the third such execution in recent weeks, after two US journalists taken hostage in Syria were shown being murdered.
The Islamist group released a video, available on the website of private terrorism monitoring group SITE, purportedly showing a masked militant, apparently English, beheading Mr Haines.
Mr Cameron said the murder was an “act of pure evil” and vowed Britain would do all in its power to bring the killers to justice.
“This is a despicable and appalling murder of an innocent aid worker. It is an act of pure evil,” he said in a statement.
“We will do everything in our power to hunt down these murderers and ensure they face justice, however long it takes.”
Mr Haines’s family issued a statement acknowledging his death. “He was and is loved by all his family and will be missed terribly,” the statement said.
The British Foreign Office said it was “working urgently to verify” the video.
“If true, this is another disgusting murder,” the Foreign Office said in a statement.
Mr Haines’s death comes after Islamic State militants recently beheaded American journalists James Foley and Steven Sotloff and posted video evidence online.
FOLEY: Parents ‘kept in the dark’
The new two-minute-27-second video, titled “A Message to the Allies of America”, blames Mr Cameron for joining forces with the United States, which has said it is at “war” with the jihadists and launched air strikes against them in Iraq.
“You entered voluntarily into a coalition with the United States against the Islamic State, just as your predecessor Tony Blair did, following a trend amongst our British prime ministers who can’t find the courage to say no to the Americans,” the executioner, who appears to have a British accent, says in the video.
The militant, who may be the same man as in the previous videos, told Britain the alliance will “accelerate your destruction” and will drag the British people into “another bloody and unwinnable war.”
“If you, Cameron, persist in fighting the Islamic State then you like your master Obama will have the blood of your people on your hands.”
Mr Haines is shown dressed in orange overalls and kneeling down in front of a man holding a knife in what appears to be a desert location.
The Briton then addresses the camera.
“My name is Daivd Cawthorne Haines. I would like to declare that I hold you David Cameron entirely responsible for my execution.
“You entered voluntarily into a coalition with the United States against the Islamic State just as your predecessor Tony Blair did, following a trend against our British prime ministers who can’t find the courage to say no to the Americans.
“Unfortunately it is we the British public that in the end will pay the price for our parliament’s selfish decisions.”
The video then shows the man take a knife to Haines’ throat, before the victim’s dead body is shown.
Barack Obama condemned the killing and expressed solidarity with Britain.
“The United States stands shoulder to shoulder tonight with our close friend and ally in grief and resolve,” the President said, as he repeated his warning the coalition will degrade and destroy the threat the extremists pose to people around the world.
Australian Attorney-General George Brandis says the latest killing shows why Australia is engaged in the international fight against the Islamic State, also known as ISIL.
“It just serves to demonstrate, not that it’s really necessary for there to be more evidence, how barbaric and evil these people are,” Senator Brandis told ABC television.
“This is a problem for the world and that is why we in Australia are engaged. We need to be engaged.
“This terrorist entity, ISIL, is a fundamental threat to the Western world in particular.”
Immigration Minister Scott Morrison said Australia would not be intimidated by the killing.
Labor frontbencher Chris Bowen played down suggestions Australian involvement in a coalition trying to curb IS fighters in Iraq would increase the domestic security threat.
“Terrorists will engage in terrorist activities for whatever reason they feel is driving them to do it, we can’t let that influence what decisions we take as a nation,” he told Sky News.
Scottish-born Haines, 44, was taken hostage in Syria in March 2013 and was threatened in a video released this month depicting the beheading by an IS militant of the US journalist Steven Sotloff.
He had been working for the Agency for Technical Cooperation and Development (ACTED), an international relief charity, and was previously involved in humanitarian work in the Balkans, parts of Africa and elsewhere in the Middle East.
His brother paid tribute to the slain aid worker.
“David was most alive and enthusiastic in his humanitarian roles,” he said.
“His joy and anticipation for the work he went to do in Syria is for myself and family the most important element of this whole sad affair.
“He was and is loved by all his family and will be missed terribly.”
Mr Haines’s execution came soon after his family issued a public plea urging his captors to contact them.
Mr Haines’s family said the extremists from the Islamic State, who had threatened to kill him, had not received any reply from the group after repeated messages.
In a short statement released through Britain’s Foreign and Commonwealth Office, the family said: “We are asking those holding David to make contact with us.”
The British government had managed to keep his kidnapping secret out of concern for his safety until a recent IS video identified him as a captive.
The Foreign Office said in a statement that the extremists had put Mr Haines’ name in the public domain.
Sotloff and fellow US journalist Foley were also kidnapped in Syria. IS released a video claiming Foley’s execution on August 19, and Sotloff’s two weeks later on September 2.

As a lot of you know a few weeks back ISIS/ISIL released a video of the execution of James Foley, at the end of the clip they showed Stephen Sotloff and warned Obama not to continue his air strikes on Iraq. Obama obviously did not listen or cooperate with the terrorist requests as the United States does not negotiate with terrorists. Today a video of Stephen Sotloff being executed was posted online.
Since then Obama has said he is going to send approximately 350 additional troops to Iraq to protect and defend Military Bases.
Australia is also starting to provide weapons to Kurds, to help them fight ISIS/ISIL.

I personally am starting to believe that this will lead to war. A good one. Now I know the chances are you're thinking "How is war good?" or something like that currently. Let me explain. Currently in the Middle East multiple wars are going on, there's the Syrian Civil War, Iraq vs ISIS/ISIL and just recently ended Gaza vs Israel. The Middle East is filled with conflict and with the current ISIS/ISIL group, many countries are seeing them as a threat to both their national security and to the Middle East. All we need to do is wait for Western intervention with ground troops and the Middle East will go into all out war. What I believe will happen when that happens is that the Western countries will help win the war and a lot of Middle Eastern countries will become more modernized and allied. This is one of the only way I see the Middle East becoming civilized and not being in constant conflict. So I am all for a new war in the Middle East.

AN international decree has been issued by Islamic State calling on its sympathisers to kill Australians, Americans, Europeans and Canadians in their home countries.
As Prime Minister Tony Abbott prepared to jet off to New York on Tuesday for UN meetings headed by US President Barack Obama, IS spokesman Abu Mohammad al-Adnani issued lengthy orders to kill coalition members “in any manner”.
“If you can kill a disbelieving American or European — especially the spiteful and filthy French — or an Australian, or a Canadian, or any other disbeliever … kill him in any manner or way however it may be,” al-Adnani said in the audio recording.
As an 11-page English translation of his hate-filled rant surfaced on Monday, the Prime Minister’s office confirmed security agencies regarded the message as genuine.
It calls on sympathisers to strike out as “crusader aeroplanes” thunder above.
The threat came as the head of the US House Intelligence Committee, Mike Rogers, is set to hold meetings with Australian spy chiefs in Canberra on Tuesday.
Sources confirmed Mr Rogers would meet with ASIO, national security, counter-terrorism officials and Parliament’s intelligence and security committee.
The threats also coincided with increased security around Parliament House as Mr Abbott spoke about the fight against IS in which he derided the movement as one of hate, not religion.
Mr Abbott told the Parliament authorities were striving to stay one step ahead of those with ill-will as AFP officers patrolled each entrance to the building and views of the Prime Minister’s courtyard were obscured by black material.
“I can’t promise that hideous events will never take place on Australian soil but I can promise that we will never stoop to the level of those who hate us and fight evil with evil,” the PM said.
Australians would have to endure heightened security for some time and “the delicate balance between freedom and security may have to shift” to ensure safety, he said.
And, while authorities could not prevent Australian-born foreign fighters from returning home, he promised the only place for them would be in prison.
Opposition Leader Bill Shorten gave his support, and called on Australians not to let hate influence their tolerance for others.
